<br />10 <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />Regular Meeting May 12, 1986 Page 2 <br /> <br /> <br />following vote was recorded: <br />AYE: Brown, Farr, Younger, Guerra, Kissler, Nicola. <br /> <br />NAY: Coddington. <br /> <br />ABSTAIN: None. <br /> <br />Mayor Younger introduced for consideration approval of appointments <br />to the LCRA Purchase Advisory Board. Mayor Younger moved for the <br />appointments of Dr. Gene Martin (nominated by Mr. Coddington), Ms. <br />Patty Sullivan and Ms. Celia Morgan (nominated by Ms. Kissler), Messrs. <br />Jay Moore and Dick Moncure (nominated by Mr. Farr), Ms. Mary Borm and <br />Ms. Mary Helen Moore (nominated by Mr. Brown), Mr. R. G. Phillips and <br />Ms. Patsy Greiner (nominated by Mr. Nicola), Messrs. Eugene Rios and <br />T. P. Gilmore (nominated by Mr. Guerra), and Messrs. Austin Curlee, <br />Larry Franks and Jack Cates (nominated by Mayor Younger), and Mr. <br />Brown seconded the motion, which passed unanimously. Mr. Coddington <br />will appoint one additional member at a future meeting of the Council. <br /> <br />Mayor Younger introduced for consideration approval of one appointment <br />to the Main Street Advisory Board to replace Jim Davis. Mr. Coddington <br />moved to appoint Bob Chapman (representative of the financial community - <br />First National Bank) and Mayor Younger seconded the motion, which passed <br />unanimously. <br /> <br />Mayor Younger introduced a discussion by the Social Service Agency Board <br />regarding a proposed application for Social Service funding. Gene <br />Hildebrandt, Chairman of the Board, was present to review the appli- <br />cation with the Council. Mr. Coddington requested the Board consider <br />additional items in their application and complimented the Board on <br />their application. Some of Mr. Coddington's suggestions were to add <br />the definition of "client", he asked if there was a necessity of ethnic <br />breakdown, add a questionnaire on volunteer status of each agency, add <br />the request for a complete organizational chart of each agency, put <br />car allowance, fees, dues, etc. under personnel, have each agency <br />establish the need for capital outlay. Mr. Brown stated it might be <br />beneficial if a standardized form be used by all agencies in their <br />requests for local funding. The Council expressed their approval and <br />direction to the Social Service Agency Board to place Mr. Coddington's <br />suggestions into their application, and requested when the application <br />form is completed that it be provided to each Council Member for review. <br /> <br />Mayor Younger introduced for consideration an annexation public hearing, <br />the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, ANNEXING TO SAID CITY A TRACT OF LAND <br />CONTAINING 28.45 ACRES OUT OF THE R. H. WILLIAMS SUR- <br />VEY - ABSTRACT NO. 470, AND THE T. J. CEAMBERS SURVEY - <br />ABSTRACT NO.2, HAYS COUNTY, TEXAS, BEING A 27.38 ACRE <br />PORTION OF A CALLED 43.11 ACRE TRACT AND A 1.07 ACRE <br />PORTION OF A CALLED 1.81 ACRE TRACT DESCRIBED AS TRACT 1 <br />AND TRACT 2, RESPECTIVELY, IN A DEED TO INDIAN CREEK <br />JOINT VENTURE AS RECORDED IN VOLUME 585, PAGE 868 OF <br />THE DEED RECORDS OF HAYS COUNTY, TEXAS, SAID LAND BEING <br />LOCATED WITHIN THE EXTRATERRITORIAL JURISDICTION OF <br />SAID CITY AND LYING ADJACENT TO PRESENT CITY BOUNDARIES; <br />APPROVING A SERVICE PLAN FOR SAID TRACT; EXTENDING THE <br />BOUNDARY LIMITS OF SAID CITY SO AS TO INCLUDE SAID TRACT; <br />GRANTING TO THE INHABITANTS OF SAID TRACT ALL THE RIGHTS <br />AND PRIVILEGES OF OTHER CITIZENS OF SAID CITY: BINDING <br />SAID INHABITANTS BY ALL OF THE ACTS AND ORDINANCES, <br />RULES AND REGULATIONS OF SAID CITY: AND DECLARING AN EF- <br />FECTIVE DATE. <br />
