Mayor Younger introduced for consideration approval of appointments to the LCRA Purchase Advisory Board. Mayor Younger moved for the appointments of Dr. Gene Martin (nominated by Mr. Coddington), Ms. Patty Sullivan and Ms. Celia Morgan (nominated by Ms. Kissler), Messrs. Jay Moore and Dick Moncure (nominated by Mr. Farr), Ms. Mary Borm and Ms. Mary Helen Moore (nominated by Mr. Brown), Mr. R. G. Phillips and Ms. Patsy Greiner (nominated by Mr. Nicola), Messrs. Eugene Rios and T. P. Gilmore (nominated by Mr. Guerra), and Messrs. Austin Curlee, Larry Franks and Jack Cates (nominated by Mayor Younger), and Mr. Brown seconded the motion, which passed unanimously. Mr. Coddington will appoint one additional member at a future meeting of the Council. Mayor Younger introduced for consideration approval of one appointment to the Main Street Advisory Board to replace Jim Davis. Mr. Coddington moved to appoint Bob Chapman (representative of the financial community - First National Bank) and Mayor Younger seconded the motion, which passed unanimously. Mayor Younger introduced a discussion by the Social Service Agency Board regarding a proposed application for Social Service funding. Gene Hildebrandt, Chairman of the Board, was present to review the appli- cation with the Council. Mr. Coddington requested the Board consider additional items in their application and complimented the Board on their application. Some of Mr. Coddington's suggestions were to add the definition of "client", he asked if there was a necessity of ethnic breakdown, add a questionnaire on volunteer status of each agency, add the request for a complete organizational chart of each agency, put car allowance, fees, dues, etc. under personnel, have each agency establish the need for capital outlay. Mr. Brown stated it might be beneficial if a standardized form be used by all agencies in their requests for local funding. The Council expressed their approval and direction to the Social Service Agency Board to place Mr. Coddington's suggestions into their application, and requested when the application form is completed that it be provided to each Council Member for review. Mayor Younger introduced for consideration an annexation public hearing, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ANNEXING TO SAID CITY A TRACT OF LAND CONTAINING 28.45 ACRES OUT OF THE R. H. WILLIAMS SUR- VEY - ABSTRACT NO. 470, AND THE T. J. CEAMBERS SURVEY - ABSTRACT NO.2, HAYS COUNTY, TEXAS, BEING A 27.38 ACRE PORTION OF A CALLED 43.11 ACRE TRACT AND A 1.07 ACRE PORTION OF A CALLED 1.81 ACRE TRACT DESCRIBED AS TRACT 1 AND TRACT 2, RESPECTIVELY, IN A DEED TO INDIAN CREEK JOINT VENTURE AS RECORDED IN VOLUME 585, PAGE 868 OF THE DEED RECORDS OF HAYS COUNTY, TEXAS, SAID LAND BEING LOCATED WITHIN THE EXTRATERRITORIAL JURISDICTION OF SAID CITY AND LYING ADJACENT TO PRESENT CITY BOUNDARIES; APPROVING A SERVICE PLAN FOR SAID TRACT; EXTENDING THE BOUNDARY LIMITS OF SAID CITY SO AS TO INCLUDE SAID TRACT; GRANTING TO THE INHABITANTS OF SAID TRACT ALL THE RIGHTS AND PRIVILEGES OF OTHER CITIZENS OF SAID CITY: BINDING SAID INHABITANTS BY ALL OF THE ACTS AND ORDINANCES, RULES AND REGULATIONS OF SAID CITY: AND DECLARING AN EF- FECTIVE DATE.
