<br /> II. DESCRIPTION OF EXPERIENCE <br /> This section describes analysis and research to which Barry M. Goodman <br /> Associates, Inc. has recently applied their staff capabilities. <br /> A. Re~ional Mobility PlanninR <br /> <br /> Barry M. Goodman Associates, Inc. is experienced in transportation planning for <br /> both highway and transit needs and has had much success in the concept of <br /> Regional Mobility Planning which combines both highway and transit requirements <br /> for a complete comprehensive planning package. By incorporating all area <br /> transportation agency plans for mobility improvements along with Barry M. <br /> Goodman Associates recommendations, a realistic "regional" mobility plan can <br /> credibly identify and prioritize transportation improvements. <br /> A regional mobility plan will generally identity and prioritize transportation <br /> needs for increments of 3-year, 5-year, or 10-y~ar periods. In addition, the <br /> improvement cost, appropriate public agency, financial participation, available <br /> financing, and implementation strategies are identified in the plan. <br /> B. Public/Private Cooperative ProRrams <br /> Barry M. Goodman Associates has developed a unique expertise in bringing the <br /> public and private sectors together to formulate initiatives which can help <br /> expedite both highway and public transportation improvements. Reduced levels <br /> of public expenditures have created a need for new mechanisms to achieve public <br /> improvements. The era of large-scale federal and state investments through <br /> grants, loans and subsidies is drawing to a close. Future investments in <br /> public infrastructure and urban development projects must be borne largely by <br /> local governments. As we are aware, however, few local governments have <br /> sufficient resources to assume this role, and are experiencing difficulty in <br /> providing their residents with some basic urban services. For these reasons, <br /> local governments must look to the private sector for assistance. <br /> Barry M. Goodman has been instrumental in achieving several transportation <br /> improvement projects to the benefi t of both the public and private sector, <br /> through legislative initiatives negotiations, or other innovative <br /> public/private partnerships. <br /> C. InterRovernmental Finance and Grant Development <br /> Barry M. Goodman Associates, Inc. has extensive experience in providing a <br /> professional interface between financial planning for transportation <br /> projects/governmental programs and the actual implementation of those programs <br /> through federal/state grant procurement, or other innovative financing <br /> techniques. This expertise has been applied to the funding needs of several <br /> governmental entities and non-profit organizations in need of assistance. <br /> Typically, the design of transportation plans or capital improvement programs <br /> for agencies (i.e., "the planning phase") is totally separated from the actual <br /> funding procurement process that is essential to project implementation. When <br /> this happens, program planning and budgeting become somewhat of an academic <br /> exercise insofar as the realities of funding are concerned and many good plans <br /> remain just that for lack of a feasible financing plan. On the other hand, a <br /> fundable plan may be delayed in its implementation due to lack of familiarity <br /> with various federal or state procurement procedures. <br />
