Goodman Associates, Inc.: <br /> You have been working with the Outer parkway Task Force to assist <br /> in the formation of a Transportation Corporation to pursue that <br /> vital new facility. You have informed me that in conjunction with <br /> that effort, there is an opportunity to pursue a MObility Plan for <br /> the Clty of San Marcos at a relatively low cost. The existence of <br /> a Mobility plan would provide the City with a blueprint to purs ue <br /> City, County, and State implementation of needed facilities. The <br /> plan shall include identification of current deficiencies in the <br /> citywide major thoroughfare network, impact of future growth on <br /> the existlng network, and improvements necessary to provide the <br /> desired level of mobility in San Marcos to the year 2000. An <br /> important focus of the study will be a financing and <br /> implementatlon plan which will provide an estimate of financial <br /> requirements, traditional and innovative funding mechanisms, and <br /> suggested agency responsibility for each improvement. <br /> The attached Scope of Services and Budget for the Mobility Study <br /> and the description of your experience, your project reference <br /> list, and resumes are incorporated herein and made a part hereof <br /> for all purposes. <br /> The Serv ices shown ln the attached Scope of Serv ices shall be <br /> completed within 150 days from date of execution hereof, subject <br /> to availability of traffic forecast data from the State Department <br /> of Highways and Public Transportation. Compensation will be on a <br /> lump sum basis for a fee of $20,000.00. Invoices will be <br /> submitted upon the completion of tasks as outlined in the attached <br /> Scope of Services/Budget. progress reports will be submitted in <br /> support of each invoice. Twenty-five (25) copies of the final <br /> report will be delivered to the City within thirty (30) days of <br /> receipt of City comnents on the draft report. All maps, data, <br /> reports, research and other materials developed by your firm as a <br /> part of your work under thlS contract shall become the property of <br /> the Clty of San Marcos upon completion or termination of this <br /> contract.
