Robbins, AICP <br /> SUBJECT: Mobility Study <br /> DATE: May 14, 1986 RE: <br /> Staff recommends you authorize the expenditure of $20,000 for a Mobility <br /> Study and the City Manager to enter into a contract with Barry Goodman and <br /> Associates for that study. <br /> Enclosed is a Council resolution to fund the study contingent on "raising <br /> sufficient funding to accomplish the remainder of (the Parkway Task <br /> Force]'s Stage 1 and 2 Loop program." That contingency has been satisfied. <br /> NalLIDDIT,I FICA TIOR <br /> The study will provide important linkages between implementing the Master <br /> Plan's Thoroughfare Plan through the Capital Improvement Program (ClP) by <br /> prioritizing road improvements and identifying financing alternatives. <br /> Among financing alternatives to be addressed in the study, I have asked Mr. <br /> Goodman to address a local option gas tax as a revenue source for street <br /> improvements. <br /> ,SCOFE... ".oI'_.-1i'(J,RIt <br /> Staff has been working with the consultant on the scope of work over the <br /> last several months and suggests to Council that it is most appropriate, <br /> particularly because of its comprehensiveness and focus on financing. <br /> Enclosed is a letter to SDHPT by Goodman requesting their assistance in <br /> completing the study (See Task 3 of the Scope of Services). <br /> :rhß ...CQD3yl:tmJ..:t <br /> The Statement of Firm Qualifications is enclosed. The Parkway Task Force <br /> and independently, the City staff have interviewed the firm's former <br /> clients, who characterized the firm's work as excellent. Mr. Goodman's <br /> abilities are exemplified in his work with the Parkway Task Force, the <br /> City, County, interested citizens, state legislators and the SDHPT in the <br /> promulgating the SDHPT Commission's adoption of the Loop Minute Order. <br /> CSM-100 <br />
