<br />46 <br /> <br /> <br /> <br /> <br /> <br /> <br />Regular Meeting May 19, 1986 Page 6 <br /> <br /> <br />AYE: Brown, Coddington, Farr, Younger, Kissler, Nicola. <br /> <br />NAY: None. <br /> <br />ABSTAIN: Guerra. <br /> <br />Mayor Younger introduced a disc~ssio~ regarding a sta~us rep~rt on <br />the Data Processing Study and dlrectlon to Staff. Chlp Colllns of <br />LWFW reviewed with Council a handout regarding the data processing <br />study. A discussion ensued following the review of the handout regard- <br />ing the possibility of taking on the billing of LCRA in the event <br />the City purchases LCRA. The Council was concerne~ about LWFW including <br />this in their data processing study, as it had not been authorized by <br />the Council. Mr. Gonzalez stated the Staff would have been criticized <br />if the LCRA matter had not been studied as a part of the City's total <br />data processing needs, and that it was a big decision that needed to be <br />made with little time to do so. Mr. Herrera stated Lw~W could prepare <br />specifications and provide them to Staff and Staff would then prepare <br />the ~ackets to Dail out for re~uest for proposals. Mr. Hankins was <br />requested to give a legal opinion on this procedure and advised the <br />Council if the City received request for proposals, then it must still <br />be bid following that procedure. Mayor Younger stated he felt the <br />Council needed more time. There was some discussion of sole source <br />~rocurement regarding the computer system. Mr. Gonzalez stated that <br />the LCRÞ. computer system was tied with the purchase of the electrical <br />system. Mr. Collins stated if that is the case, then he does not feel <br />the December 31 dat~ is viable. Mr. Gonzalez stated he would give the <br />Council some time to reflect on the matter and schedule the Council's <br />consideration of the matter in the near future. <br /> <br />Mayor Younger introduced for discussion a status report on application <br />for Community Development Block Grant funds. Mr. Robbins introduced <br />Sarah Bailey-Gray of Community Land Resources, Inc. who will assist <br />the City in preparing our application for grant. Mrs. Gray advised <br />the Council that direction needed to be given at this point whether <br />or not the City wished to apply for regional allocation or area revi- <br />talization, and it was consensus of Council to apply under the area <br />of revitilization. <br /> <br />Mr. Guerra moved the Council adjourn into Executive Session pursuant <br />to Article 6252-17, §§2(e) and (g), V.A.C.S., to discuss matters where <br />the duties of the City Attorney to the City pursuant to the Code of Pro- <br />fessional Responsibility of the State Bar of Texas clearly conflicts <br />with Article 6252-17 (LCRA); evaluation of a public officer of employee <br />(Council Appointees); and duties of a public ,officer or employee (in- <br />surance), respectively, and Mayor Younger seconded the motion, which <br />passed unanimously (10:02 p.m.). <br /> <br />Mr. Farr moved the Council reconvene at 10:25 p.m. and Mr. Guerra se- <br />conded the motion, which passed unanimously. <br /> <br />The meeting adjourned at 10:26 p.m. on motion made by Mr. Brown and <br />seconded by Mr. Coddington.
