The need for additional standard housing, especially for low to moderate <br /> income families, to meet present and future housing demand. <br /> 2. The need for public facility improvements in declining neighborhoods. <br /> Several deteriorating neighborhood areas are in need of safe and adequate <br /> streets and drainage facilities. The Dunbar and Victory Gardens neighbor- <br /> hoods are particularly in need of these facilities because they are in the <br /> natural drainage course for Purgatory Creek. <br /> 3. Enforcement of building codes. <br /> 4. The need to locate housing out of areas with hazardous environmental <br /> conditions. <br /> 5. The need for improvements to the water system including replacing all out- <br /> dated, undersized water lines and provide fire hydrant protection. <br /> "EDS ADDRESSED I N TH I. APPL I CAT I ON <br /> The project proposed in this application addresses several of the City's <br /> identified needs. This application will provide the construction of safe and <br /> convenient streets for 265 residents of the poorest neighborhoods in the City. <br /> Additionally, it will facilitate the movement of runoff water out of the <br /> neighborhoods and into the creek before the water enters the homes or strands <br /> residents. The funds from this project will be used to provide adequate <br /> housing for low and moderate income families by rehabilitating existing <br /> structures by bringing them up to City building code standards, and/or by <br /> relocating families out of the flood plain so that they no longer live in a <br /> hazardous environment. Some unsafe, dilapidated structures will be demolished <br /> and removed.
