(a) -It w1ll comply with Texas C1v11 statutes, Art1cle 599ba, by \nsuring that no officer, employee, or member of the app11cant's govern\ng body or of the app11cant's contractor shall vote or confirm the employment of any person related with1n the second degree by aff1n1ty or th1rd degree by consangu\nity to any member of the govern1ng body or to any other off1cer or employee authorized to employ or superv1se such person.
