The motion carried. <br />Public Hearing <br />26.7:OOPM Receive a Staff presentation and hold a Public Hearing to receive comments for <br />or against the Loop 110 Transportation Reinvestment Zone, and provide direction to <br />Staff. <br />A presentation was provided by Steve Parker, Assistant City Manager and Chief Financial <br />Officer. <br />Mayor Guerrero opened the Public Hearing at 8:35 p.m. <br />There being no comments, Mayor Guerrero closed the Public Hearing at 8:35 p.m. <br />27.7:00PM Hold a Public Hearing and consider removal of Carter John Morris from the <br />San Marcos Planning and Zoning Commission. <br />Michael Cosentino provided a brief explanation. David Gonzalez, Legal Counsel for Carter <br />Morris provided a statement on behalf of Mr. Morris. <br />Mayor Guerrero opened the Public Hearing at 7:20 p.m. <br />The following spoke in favor in Carter Morris: <br />Thom Prentice, San Marcos, addressed the Council that he felt that Carter Morris and his ethics. <br />He then addressed Mr. Cosentino telling Mr. Morris "not to do that anymore." He asked the <br />Council what the rush was. He didn't feel that this is a prudent process. The ethics commission <br />has ruled and he agrees with him. This is not impeachment. He's already been reprimanded. <br />Mr. Prentice didn't feel that the process was democratic and asked to slow it down and think <br />about it. <br />Pam Couch, San Marcos, addressed the Council regarding how Carter's ethics and morals are <br />being questioned. She spoke in favor of Mr. Morris. <br />Carrie Crisp, San Marcos, addressed the Council as a local attorney and her concern with the <br />expediency of these proceedings. In this county you are innocent until proven guilty. She <br />believed that the Council was setting a very huge precedent. <br />There being no further comments, the Mayor closed the Public Hearing at 7:27 p.m. <br />MOTION: Upon a motion made by Council Member Thomaides and a second by Council <br />Member Porterfield, the City Council voted two (2) for, and five (5) opposed, Mayor Guerrero, <br />Council Member Porterfield, Council Member Thomason, Council Member Becak, and Council <br />Member Prather, to approve the removal of Carter Morris from the Planning and Zoning <br />Commission. The motion failed. <br />
