Mr. Jones has wide-ranging abilities and experience <br /> in the planning, design, and administration of public works projects. His <br /> expertise in wastewater systems planning is demonstrated by the fact that he <br /> formerly served as Chief Engineer of the Construction Grant and Water <br /> Quality Management Division of the Texas Department of Water Resources. <br /> Mr. Shull also has considerable experience in the planning, design, and <br /> administration of large public works projects. Mr. Wiland has extensive <br /> experience in the evaluation of water quality problems and the assessment of <br /> proposed discharge permits to receiving waters. Mr. Lewis has extensive <br /> experience in the planning and design of wastewater collection and distribution <br /> systems and is very familar with the permit process since he formerly worked <br /> in the Permits Division of the Texas Water Commission. <br /> Kent S. Butler, Ph.D., President of Kent S. Butler and Assocs., Inc., will serve <br /> as project manager for planning services. He has extensive experience in <br /> regional and urban planning and is very familiar with environmental, demo- <br /> graphic, land use and financial aspects of water and wastewater planning. He <br /> recently represented the City of San Marcos in 1984 and 1985 in a series of <br /> projects leading to the adoption of a water and wastewater master plan for the <br /> North San Marcos Area. The plan was accepted by public and private entities <br /> alike and was noteworthy in its careful phasing of the construction of needed <br /> improvements and minimizing the financial impacts on the City of San Marcos. <br /> Byrn and Associates, Inc. will be assigned duties in water and wastewater line <br /> location, sizing, and cost estimation.
