Gonzalez, City Manager <br /> City of San Marcos <br /> 630 E. Hopkins Street <br /> San Marcos, Texas 78666 <br /> Dear Mr. Gonzalez: <br /> On behalf of Jones and Neuse, Inc, Kent S. Butler and Associates, Inc., Byrn and <br /> Associates, Inc. and Freese and Nichols, Inc., we are pleased to submit this Letter <br /> Agreement (the "Agreement") between the City of San Marcos (the "City") and <br /> Jones and Neuse, Inc. (the "Consultant") to prepare a comprehensive water and <br /> wastewater plan for the Upper Cottonwood Creek Basin. During the past several <br /> months we have carefully analyzed the need for this plan, the available data, and <br /> the specific circumstances which the City faces in evaluating service options for the <br /> basin, including the present and proposed plans for interim wastewater service. By <br /> this Letter Agreement, we are prepared to conduct a planning and engineering study <br /> which will give the City the most economical and environmentally sound course of <br /> action in providing utility services. We believe that this study will be very timely <br /> and significant for the City as well as the many landowners who are awaiting the <br /> provision of services to the basin. <br /> We believe that the special circumstances associated with Cottonwood Creek make <br /> our study team highly appropriate for the study. The considerable experience of <br /> Jones and Neuse, Inc. in conducting area water and wastewater studies having physi- <br /> cal and water quality constraints and permit-related considerations makes the firm <br /> ideally suited as the consultant for this project. The longstanding reputation of Byrn <br /> and Associates, Inc. in the San Marcos area, particularly in this case, makes their <br /> firm an indispensable resource for conducting a workable study for the City. The <br /> ready availability of the Freese and Nichols model of the City's water supply system <br /> makes that firm an essential member of the study team as well. The water and land <br /> use planning expertise associated with Kent S. Butler and Associates ensures that <br /> the service plan will support and implement the City's policies and objectives <br /> related to land use, environmental planning and fiscal planning. The parties to the <br /> study team have worked together successfully on other planning and engineering <br /> projects and are organized to carry out the scope of services for this study in a <br /> timely and responsive manner. <br /> The attached Statement of Interest document presents the management plan which <br /> we will follow in conducting the. study. The Statement of Interest document also <br /> describes, in detailed outline format, the scope of services which will be performed <br /> pursuant to this Letter Agreement.
