2 ORDINANCE 1986-86 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, CANVASSING RETURNS AND DECLARING THE RESULTS OF A BOND ELECTION HELD IN SAID CITY ON JULY 26, 1986, AND DECLARING AN EMERGENCY. WHEREAS, this City Council duly authorized an election to be held within said City on July 26, 1986, for the purpose of submitting to the resident qual ified electors of said City the proposition hereinafter set forth; WHEREAS, this City Council has investigated all matters pertaining to said election; and, WHEREAS, the election officers who held said election have duly made the returns of the results thereof, and said returns have been duly delivered to this City Council; nol,.\', ther'efore, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ~~ MARCOS, TEXAS: SECTION 1. FINDINGS. That it is officially found and determined that said election was duly ordered, that proper notice thereof was duly given, that proper election officers were duly appointed prior to said election, that said election was duly and lawfully held, that due returns of the result of said election have been made and del ivered, and that this City Council has duly canvassed said returns, all in accordance with law and the Ordinance call ing said election. SECTION 2. VOTES CANVASSED. That it is officially found and determined that the following votes were cast at said election on the submitted proposition by the resident qual ified electors of said City who voted at said election: PROPOSITION THE ISSUANCE OF $17,100,000.00 REVENUE BONDS 808 VOTES: FOR FOR PURCHASING, IMPROVING, EXTENDING AND EQUIPPING AN ELECTRIC LIGHT AND POWER 74 VOTES: AGAINST SYSTEM AND PLEDGING THE REVENUES OF SAID SYSTEM TO THE PAYMENT OF THE BONDS. SECTION 3. BONDS AUTHORIZED: That as a result of said election, and in conformity with lalJJ, this City Council is a.uthorized to issue the bonds of and on behalf of said City in the amount and for the purposes mentioned in the proposition set forth in the proceedings call jng said election, as and to the extent hereinabove provided as having been approved by the resident qual ified electors of said City voting at said election. SECTION 4. EMERGENCY DECLARATI&~: That the public importance of this measure and the fact that it is to the interest of the City and its inhabitants to provide funds for the purposes herein contemplated at the earl iest possible date for the immediate preservation of the publ ic peace, health and safety constitute an emergency and an imperative publ ic necessity, requiring that this Ordinance take effect and be in full force immediately upon its passage, all ordinance and/or Charter rules requiring ordinances to be presented at three (3) separate meetings are hereby dispensed with for the purpose of adopting this Ordinance as an emergency ordinance; and this Ordinance shall take effect and be in full force and effect from and after its final passage as provided by the Charter of said City.
