Base ~cd..i.oDs <br /> <br />'!be quality of service available through Fixed Base Operators (FOO) is <br />i.nst.:rUDlental in the development of activity at general aviation air- <br />ports and can be a major factor in attracting local, as well as <br />itinerant aircraft. '!he quality of current fixed base q>E!rations at <br />San Marcos appears to be quite hi9h, hcMever, some minor changes oould <br />have a significant, positive impact em future operations. <br /> <br />Specifically, extended hours of operations could result in a greater <br />J1UJDber of itinerant operations than the airport currently experiences. <br />It is recommended that the hours of q>E!ration for minimum service be <br />extended through ll:OO p.m. at night. This, in combination with the <br />additional jet fuel, enhance the airport as an alternative to other <br />b:Jsi.er ai.xports in the area. <br /> <br />We also recommend that oompetition be encouraged through the eventual <br />additia1 of a seoax1 fixed base operator. No discrimination should be <br />allowed which would put one or the other at a disadvantage. <br /> <br />We feel that the City should counsel regularly with all airport <br />tenants but particularly with the FOO's to insure that the standards <br />of services remain at a hi9h level. <br /> <br />The operators should also be encouraged to expand the scope of <br />services that they offer. Increased usage of the airport by itinerant <br />aircraft can result in very substantial amounts of money being spent <br />in San Marcos, tlms benefiting the conummi.ty, as well as the airport <br />and its tenants. <br /> <br />AiI:par:t Ot.. ,",,.IQ-- <br /> <br />As the airport develops and traffic increases over the next two <br />decades, revenues derived fran airport operations can become an impor- <br />tant source of funds for airport develcpnent. We recommend that all <br />sales of goods and services on the airport be cxmsidered as a revenue <br />source, and that an equitable share of revenues be paid to the City in <br />exchange for the privilege of conducting business on the airport. <br />Auto rentals, food and beverage sales, fuel and lubricants, and other <br />concessions should be awarded on the basis of competitive bids, if <br />possible, with agreed upon terms which include a minimum annual <br />payment against a percentage of gross revenues generated. All leases <br />or cxmcession. agreements should be subject to renegotiation from time <br />to time, and all agreements should contain escalation clauses which <br />will permit the City to adjust the terms, if necessary <br /> <br />9.15 <br />
