Other kinds of uses, such as basic <br />industrial or commercial uses, would be more appropriately <br />located elsewhere rather than on a site that would be essential <br />or advantageous to an aviation oriented act! vity. <br /> <br />b. ~ i~l Re1atilWHlhipe <br /> <br />The development of the plan should be predicated, in large <br />measure, upon the location of functional entities in proximity to <br />others that have similar or compatible characteristics with <br />reqard to type of activity, access, visibility, security, <br />utility, and transportatioo requirements. Studies were made of <br />future expansion requirements and the interaction of expanded <br />facilities with their neighbors. <br /> <br />c. ~ pu..iftJ <br /> <br />Phasing of large scale industrial/business development can be <br />critical to the success of the project. Care must be exercised <br />to develop a phasing plan that will allow each kind of <br />development reoanmended to proceed in a logical and incremental <br />manner, but with sufficient flexibility to allow the initial <br />stages to be modest or of more ambitious scale. The phasing plan <br />is also determined, to a certain extent, by the ini tial utilities <br />development plan which is extremely cost sensitive. Studies of <br />alternative utilities and roadway layouts are essential. <br /> <br />d. IJBge mid AR-r.a1oOe <br /> <br />The perception of a development is quickly formed by potential <br />developers or tenants upon their first visit to the project, or <br />upon their first ~tunity to view the photographs, materials, <br />etc., showing developed projects. For that reason, it is <br />important to consider the importance of rules, regulations, or <br />policies that will insure high quality, aesthetically <br />complementary development. The BusineSS/Airpark will set the <br />~le for follow-on development in the area, and the burden for <br />establishment of quality development is quite real. <br /> <br />4.2 <br />
