<br />~ a..L..ula - ~~i'Ve planning <br /> <br />A comprehensive plan is an expression of a community' s policy and <br />goals with reqani to land use and future development, and serves as a <br />guide for policy implementation. The City of San Marcos has an <br />adcpted Master Plan 19SQ-2000 which has a "Land Use Element" covering <br />the airport area. However, this "Land Use Element" is very general in <br />nature. Bays County, Caldwell County, and the community of Reedville <br />all do not have comprehensive land use plans. The Capitol Area <br />planning Council's plan for urbanization within the planning region is <br />too generalized to function as a detailed guide. Section Four of this <br />Master Plan Update provides a generalized recommended land use plan <br />in order to partially overcome this situation and provide the City <br />with sane developnent guidance, both for future airport development <br />and for annexation. <br /> <br />It should be stressed, however, that a plan by itself is of little <br />value in preventing or correcting incompatibility with airport <br />operations, unless some positive means of implementation is <br />established. As previously discussed, zoning is a major tool for <br />implementation, but there are other means available as well. <br /> <br />Dlrect <ld..L..1s - Sl:bti.vi&ilWl ~l~ <br /> <br />The City of San Marcos has adopted subdivision regulations which <br />govern the process of changing raw, undeveloped land into <br />subdivisions. To be most effective, the regulations must be <br />coordinated with other mechanisms, in particular, the Master Plan <br />1980-2000 and the zoning ordinance. The City of San Marcos <br />SUbdivision Regul.atioos govern subdivisions not only within the City, <br />tat in its extraterritorial jurisdiction limits. '!be airport, being <br />within the City Limits is subject to the City's Subdivision <br />Regu1atioos. <br /> <br />'!he SUbdivision Regulations can be utilized to include exactions, such <br />as avigation easements and noise easements (if found legally <br />permissible) to insure proper sound attenuation measures, height <br />restriction easements, and notification for prospective home buyers of <br />possible noise impacted areas. <br /> <br />D:inIct. Ccut....ols - lbi.lifi"'J Codes <br /> <br />IJb! City of San Marcos has adopted the Standard Southern Building Code <br />by the Southern BUilding Code Congress International, Inc. The <br />Building Code does not address sound attenuation measures in noise <br />impact zones. Amendments to the code can provide sui table noise <br />attenuation on new construction throughout the City, but sound <br />attenuation for SPeCific site noise exposure areas are not easily <br /> <br />6.4 <br />
