Task 8:

Data Base Development Procedures

Based on discussions with the City and building on experience in
using socio-economic data for comprehensive and transportation plan-
ning, we would propose to identify relevant census data for aggrega-
tion into traffic serial zones. Some data could later be aggregated
by block while other data would be disaggregated from tracts to
traffic serial zones. Some of these census data could include popu-
lation, households (Table P-1, "General Characteristics of Persons:
1980), income (Table P-ll, "Income and Poverty Status in 1979:
1980), journey-to-work information (Table P-9, "Social Characteris-
tics of Persons: 1980), and labor force estimates.

We would propose to make these data base development procedures as
useful as possible for the myriad of planning needs. For example,
one method could be to include the traffic serial zone on subdivision
plats filed or zoning requests approved. We envision suggesting a
procedure whereby data collection would result in updated socio-
economic data for the traffic serial zones, especially as the 1990
census approaches.

Task 9:

Implementation Program

In order to provide the City with an overview of the study and its
relationship to various planning issues, the consultants propose to
provide a summary of the findings of this study and a set of strate-
gies for implementing its recommendations. Strategies could include
additions and revisions to Master Plan policies, updates of related
studies, or consideration of impact fees.

Final Report

Upon completion of the study, the City will be presented with one
camera-ready copy of the report. Tables, maps, and other figures will
be reduced or formatted as appropriate for inclusion in the standard
8-1/2" by 11" report format. At the City's request, the consultant
will arrange for reproduction of the report at cost plus 15% for
handl ing .

4
