PROJECT ORGANIZATION AND STAFFING <br /> <br />The skills represented by the team assembled have the experience and first-hand <br />knowledge necessary to complete the scheduled tasks and provide the City with a <br />valuable planning tool. Key staffing for the project is discussed below. <br />Resumes and specific experience and qualifications are presented in Chapter V. <br />The management for the project is shown in the organizational chart in Figure <br />2. The schedule of staff hours by task is presented in Figure 3. <br /> <br />Lisa G. Nungesser, President of L. Nungesser, Inc., will be the Project Manager <br />for the study. As such, Ms. Nungesser will be responsible for coordination of <br />all tasks and communication with city staff. The duties will also include <br />coordination and review of all transportation aspects of the various tasks. <br />Ms. Nungesser has extensive transportation experience with the Texas Transpor- <br />tation Institute, the San Antonio District of the State Department of Highways <br />and Public Transportation, and the City of San Antonio. <br /> <br />During her association with the State Department of Highways and Public Trans- <br />portation, Lisa Nungesser completed 48 hours of training in "Quick Response" <br />modeling techinques. The training was sponsored by the Federal Highway Admini- <br />stration, National Highway Institute training program. The course work was <br />completed in 1979 and an updated course completed in 1981. Professional staff <br />from the COMSIS Corporation, the original developers of the model, taught both <br />courses. <br /> <br />J. Randolph Hankamer, AICP, President of Community Land Resources, Inc. <br />(CLRINC), will act as liaison for all tasks involving CLRINC staff. In addi- <br />tion, responsibilities will include coordination of all land use and demo- <br />graphic related studies. Prior to establishing CLRINC over five years ago, Mr. <br />Hankamer had several years of experience with Regional Environmental Consul- <br />tants (RECON) in San Diego, California and Freese and Nichols, Inc., in Austin. <br /> <br />While working with Freese and Nichols, Inc., Mr. Hankamer played a major role <br />in developing the City of San Marcos Master Plan. Mr. Hankamer was responsible <br />for outlining the scope or work and the organization of the plan as well as <br />drafting much of the text. Mr. Hankamer has extensive experience in environ- <br />mental, land use, and comprehensive planning. <br /> <br />Michael D. Kattermann, AICP, Senior Vice-President of CLRINC, will have the <br />responsibility of developing procedures for updating the data base necessary to <br />operate the model. In addition, Mr. Kattermann will oversee the development of <br />the implementation program and supervise CLRINC support staff. Mr. Kattermann <br />has experience in developing, evaluating, and devising implementation programs <br />for comprehensive planning projects. Prior to his tenure at CLRINC, Mr. Kat- <br />termann worked as a data resource person with the Capital Area Planning Council <br />in Austin, Texas, and completed internships with the Planning Departments of <br />the cities of Austin, Texas, and Lansing, Michigan. <br /> <br />Nancy P. Ledbetter, Planning Associate, L. Nungesser, Inc., will be responsible <br />for conducting research of data and producing the appropriate tables and fig- <br />ures. Ms. Ledbetter has experience in demographic analysis, traffic impact <br />studies, environmental assessments, marketing, and graphics and design. Past <br />experience has included work with Texas Transportation Institute in Austin, <br />Texas, Department of Community and Regional Planning at the University of Texas <br />at Austin, and the City of Austin Department of Planning and Growth Management. <br /> <br />7 <br />
