Nungesser, Inc., together with Community Land
Resources, Inc., is pleased to submit this proposal to
assist the City of San Marcos in the updating of its
NCHRP "Quick-Response Urban Travel Estimation" model.
We base our approach not only upon disussions with San
Marcos staff, but al so upon our extensive transporta-
tion and comprehensive planning experience.

Based upon these discussions and our experience, we
understand principal issues and concerns of San Marcos
in developing an approach to updating the travel
estimation model. We look forward to
involvement in this process. Together, L. Nungesser,
Inc. and Community Land Resources, Inc. can offer
several distinct advanta, ges in this project's
performance. Most notable of these follow:

~l~~i~~~~~~~~1-I~E~~i~~~~

Elaborated in a subsequent section of this
proposal, the study team possesses extensive ex-
perience in the performance of comprehensive
transportation modeling.
