City Duaget and shal.L be suDject to hearing, consiaeration, revision ana adoption by the City Council ln and as a part and function of the City's annual. The Boara, to the extent permittea DY the system Dudget, shalL reVlew and studY the capital neeas of the system, ana from time to time, recommend system capital improvement ana bona programs to the Clty Council.. The Boara shaLL have no authorlty to incur ODl.lgations on behalf of the system or the City except to the extent permitted in the then current City Duaget or otherwlse expressly authorlzea DY the City Council. SECTION 5. If any provision, section, suDsection, sentence, clause or phrase of thls Ordinance, or the appl.icat1on of same to any person or set of circumstances is for any reason hel.d to De unconstltutional, VOid, or invalia (or for any reason unenforceable), the validity of the remaining portions of this Orainance or their application to other persons or set of
