<br /> GRANT II <br /> STEP DWI-Driving While Intoxicated <br /> "The Department will contract with qualified cities and counties across <br /> the State to conduct STEPs planned and implemented to increase arrests <br /> for Driving While Intoxiated. Jurisdictions will be chosen for contracts <br /> primarily on their potential for DWI accident reduction as expressed in <br /> the DWI Save/City Save/County indexes ... In general, cities and counties <br /> with a positive index of 10 or higher will receive primary consideration <br /> for funding." <br /> The City of San Marcos is #15 of all Cities in the State in alcohol relation- <br /> ship to fatality and injury accidents. DWI continues to be a plaguing <br /> problem for San Marcos. Increases in overall police activity have left <br /> San Marcos PD unable to effectively cope with the continuing DWI problem. <br /> The Police Department has requested the following funding amounts to support <br /> a STEP DWI (selective Traffic Enforcement Program) in San Marcos. <br /> SALARY/Patrol Officer 1248 hrs @ $14.67 $18,308.16 <br /> MILEAGE 10,500 miles @ .23<;: $ 2,415.00 <br /> TOTAL $20,723.16 <br /> The requested funding will support a 24 man hour per week enforcement program <br /> in San Marcos. The program will be one year in duration. The program <br /> goal will be to increase the overall DWI arrest rate by 25%. Officer re- <br /> sponsibility will be DWI enforcement only. The program will depreciate <br /> at 25% per year subject will the availability of Federal fund. <br /> PROPOSAL TO COUNCIL: <br /> The City of San Marcos has thus far been approved for the described funding <br /> programs and amounts. If implemented, the minimum revenue expectation <br /> generated by the STEP 55 and STEP DWI programs will be $185,328.00 and <br /> $55,647.90, respectively. In addition to the benefits of potentially reduced <br /> DWI and accident rates, and the increases to the City in Municipal Court <br /> revenues, the $58,000 dollars of virtually free money will supplement the <br /> livelihood of the participating police officers. The benefits of both <br /> of these grant programs clearly outweighs any argument in their opposition. <br /> It is therefore requested that the City Council of the City of San Marcos <br /> pass respective resolutions in support of the STEP 55 and STEP DWI programs <br /> for enhanced motoring safety for the citizens of San Marcos. <br /> r eant Carl H.
