If critical <br />water quality zones are platted as part of lots that <br />will be developed and have buildings, the critical <br />water quality zone shall be designated in a <br />conservation easement or if there are utilities in the <br />zone, in a public utility easement. A plat note shall <br />be added stating that no construction activity, <br />development, impervious cover, or alteration shall <br />occur within the conservation easement. If the zone is <br />within a pub I ic utility easement, the plat note shall <br />state that no impervious cover shall occur within the <br />publ ic utility easement. <br /> <br />f. <br /> <br />Utilities. <br /> <br />(1) All util ities other than wastewater shall be <br />located outside the Critical Water Qual ity <br />Zone, except for crossings, and shall comply with <br />the provisions of the subdivision regulations. <br /> <br />(2) Wastewater trunk I ines and lateral I ines shall be <br />located out of the Critical Water Qual ity Zone <br />whenever possible except for crossings. At the <br />time of subdivision review, the Director of <br />Environment and Engineering shall make a report to <br />the Planning Commission on any significant <br />envi~onmental impact and possible alternatives <br />related to wastewater I ine locations in the <br />Critical Wate~ Qual ity Zone. In no case shall any <br />wastewater I iRe be located less than 100 feet f~om <br />the centerl ine of the Blanco River and Sink or <br />Purgatory C~eeks or 50 feet from the centerl ine of <br />a tributary of any of such waterways unless <br />approved by the Planning Commission upon <br />consideration of reports by the Director of <br />Environment and Engineering, and the applicant has <br />shown that installation outside of this zone is <br />environmentally unsound or physically prohibitive. <br />Pressuri2ed~ small diameter sewage collection <br />systems should be considered as an alternatiue to <br />gravity sewers. Connections to wastewater lines <br />previously approved by the Planning Commission do <br />not require additional Planning Commission approval <br />under subsection 4. <br /> <br />g. <br /> <br />Contaminent Removal and Sedimentation Basins. <br /> <br />(1) The Planning Commission may require that the <br />subdivider util ize contaminant removal water <br />qual ity detention and sedimentation basins if, <br />based on sound scientific and/or engineering <br />evidence and the recommendation of the Director of <br />Environment and Engineering, the Commission finds <br />that the subdivision~s stormwater runoff would <br />have excessive levels of contaminants which could <br />
