MOTION: Upon a motion made by Council Member Porterfield and a second by Council <br />Member Thomaides, the City Council voted (7) for and none (0) opposed, to direct City <br />Manager, Jim Nuse, to move forward with extending an offer as discussed during Executive <br />Session. The motion carried unanimously. <br />5. Receive a Staff presentation and hold discussion regarding a proposed Residential <br />Parking Permit Program and the Downtown Parking Initiative Report, and provide <br />direction to Staff. <br />John Foreman, Senior Planner, Kenneth Bell, Fire Marshal, and Tom Graham of Kimley -Horn & <br />Associates provide the Council with presentations on the proposed Residential Parking Permit <br />Program and the Downtown Parking Initiative Report. Council provided direction for Staff to <br />move forward with their proposed timeline and develop a communications plan. <br />6. Receive a Staff presentation and update on the Advanced Metering Infrastructure <br />project and the Customer Web Portal, and provide direction to staff. <br />Angela Riley, Utilities Manager, provided the Council with an update on the Advanced Metering <br />Infrastructure and Customer Web Portal. <br />7. Invocation <br />Pastor J.D. Elshoff from South Austin Christian Church provided the invocation. <br />8. Pledges of Allegiance - United States and Texas <br />Council Member Kim Porterfield led the assembly in the Pledges of Allegiance. <br />9. 30 Minute Citizen Comment Period <br />Sara Underwood, San Marcos, addressed the Council about how thrilled she was that the <br />Election was over and how please she was with the City's response to the recent flood. <br />Loraine Burleson, San Marcos, thanked the City of San Marcos for the prompt and efficient <br />action during the flooding. <br />Jay Hiebert, San Marcos, thanked Forrest Fulkerson for brining the ethics complaints against <br />Carter Morris and the Open Meetings Act violations forward.
