Nicola <br /> <br />City Manager A. C. Gonzalez <br />City Secretary Janis K. Womack <br />City Attorney Lamar W.Hankins <br />Assistant City Manager Robert T. Herrera <br /> <br />Also Present: Henry Krause, R. G. Phillips, Mark Hendricks, Russell <br />Scott, Melissa Millecam, Patsy Greiner, Augustin Lucio, Cheryl Carr, <br />Jay Moore, Jim Gandy, Austin Curlee and others. <br /> <br />Mayor Younger called the meeting to order at 6:00 p.m. <br /> <br />Mayor Younger introduced a discussion and direction to Staff regarding <br />the composition of the EleGtrical Board, terms of office, eligibility, <br />and the manner in which the Electrical Board should be managed. The <br />Council discussed that the Board could hire a Manager or could appoint <br />a liaison to go between the Council and the Electrical Board (and the <br />City Manager stated the liaison could be a city representative). The <br />Council stated they wanted all Board Members to be rate-paying residents <br />residing in the City of San Marcos. Mr. Hankins advised the Council <br />the Board could also establish policies, such as how to handle customers <br />who do not pay bills. State law requires one of the Electrical Board <br />Members to be the Mayor. Mr. Guerra stated he wants the Council to <br />appoint the other four Members of the Board, and for them to have stag- <br />gered terms (4-year terms with 2-term maximum). Mr. Gonzalez stated <br />the Board will be charged with running a safe, reliable electrical <br />system. It was consensus of Council that the Board will propose <br />electrical rates, propose bond issues and capital improvements and <br />prepare a budget subject to the approval of the City Council. Mr. <br />Gonzalez stated he thinks an employee of the City needs to be the <br />liaison between the Board, LCRA and the Council. <br /> <br />Mayor Younger introduced a discussion and direction to Staff regarding <br />dissemination of information to the public regarding the purchase of <br />LCRA. Melissa Millecam has prepared a handout which provides informa- <br />tion regarding the City's purchase. The Council will expand the LCRA <br />Purchase Advisory Board by an additional fifteen members to help pro- <br />mote the bond issue. Two town meetings will be scheduled for the <br />public to ask questions and the Staff and LCRA Purchase Advisory <br />Board to answer and provide information regarding the purchase. Mr. <br />Gonzalez will try to schedule the consultants to be available at at <br />least one of the meetings. Melissa Millecam will work with the news <br />media to provide information and coverage which focus on the enhance- <br />ments involved in the purchase. <br /> <br />The meeting adjourned at 7:27 p.m. on motion made by Mr. Brown and se- <br />conded by Mayor Younger.
