<br />REV/SEt <br /> <br />PREFACE <br /> <br />INTRODUCTION <br /> <br />This manual is prepared to aid in the interpretation of the <br />-Industrial Waste Ordinance-. This ordinance was promulgated in <br />accordance with the requirements of Title 40 - Code of Federal <br />Regulations, Sec. 403.8(a). Pretreatment programs are required by <br />EPA of treatment plant operators with a total design flow greater <br />than 5 million gallons per day (MGD) and receiving industrial <br />wastes which coulc pass through or interfere with the operation of <br />the treatment plant or are otherwise subject to federal <br />pretreatment standards. <br /> <br />SAMPLING <br /> <br />Monitoring, as required by the ordinance and described, <br />beginning on page 68 of this manual, will vary with the industrial <br />user. Major wastewater dischargers, as defined in Sec. 30-60 (15) <br />of the ordinance may be required to implement a self-reporting <br />system. <br /> <br />Monitoring frequency will be a combination of scheduled and <br />unscheduled monitoring. The frequencies listed are typical and <br />may vary depending on the expected variability in types and <br />amounts of pollutants discharged by an industry. <br /> <br />Additional samples may be required of selected industries if <br />it is found that the influent, effluent or sludge of the <br />wastewater treatment plant contains excessive concentrations of <br />pollutants listed in Appendix B to 40CFR403 or Sec. 30-61 of the <br />ordinance. Those industries will be selected based on the list of <br />chemical compounds submitted with the permit application or <br />subsequent renewal. <br /> <br />DILUTION <br /> <br />Dilution as a substitute for pretreatment is expressly <br />excluded by federal regulation (40CFR403.6(d». However, pH, <br />temperature and sulfate concentration many be adjusted by reliance <br />on dilution. <br /> <br />Mass loading limitations (pounds per day) may be imposed <br />it is determined that dilution is relied upon in lieu <br />pretreatment.
