The Council expressed concern <br />for the City's expense in officers using City equipment during special <br />service assignments. Ms. Oliver advised the Council the $19.00 includes <br />FICA, TMRS WC and administrative costs but does not include cost of <br />gas, expense of operating police car, liability, etc. Mike Wood ad- <br />vised the Council approximately 1,000 hours per year are in special <br />services. He stated 95% of this 1,000 hours are involved with funeral <br />processions which extend 1-1/2 to 2 miles. Mr. Wood advised the officers <br />are responsible for maintaing the uniforms and equipment out of their <br />own pockets. Mr. Gonzalez advised the Council a separate line item <br />for special assignments could be made. Mr. Guerra expressed a concern <br />whether the City needed to provide officers for city's use regarding <br />special services. Mr. Wood stated the officers were providing protection <br />during funeral services to control traffic congestion and that the de- <br />partment had the manpower to provide this service to the community. <br />Mr. Brown stated he felt preventive benefits to the City should be a <br />part of the Council's concern and thinks the service is valuable. Mr. <br />Nicola was concerned with the City's charge for funeral escort service. <br />Chief Galchutt advised the Council the City used to provide the service <br />with no charge and that the Ordinance provided the officers could not <br />contract on their own as the Highway Department does, which would be a <br />bad liability situation to be placed in. Chief Galchutt stated it pre- <br />vents incidents from occurring and that we are receiving reimbursement <br />of services. The City Manager is to provide more information to the <br />Council at the next reading regarding whether or not the City can regulate <br />the funeral home's charge for escort services. The Council voted unani- <br />mously for approval of the Ordinance on first reading. <br /> <br />Mayor Younger introduced for consideration reconsideration of Zoning <br />Ordinances adopted by the City Council on June 23, 1986. It was con- <br />sensus of the Council not to reconsider any of the Ordinances.
