5. Receive a Staff presentation and hold discussion regarding the Land Use Assumptions, <br />Capital Improvements Plan and the report of the Capital Improvements Advisory <br />Committee, and provide direction to Staff. <br />Tony Bagwell, HDR Engineering, and Kristy Stark, Assistant Director of Development Services <br />provided Council with a Staff presentation regarding the Land Use Assumptions, Capital <br />Improvements Plan and the report of the Capital Improvements Advisory Committee. Following <br />discussion the Council directed Staff to maintain the exemptions recommended and to use the <br />Citizen Utility Advisory Board recommended figure of $5,791 as the total combined fee per <br />LUE. <br />6. :Receive a Staff presentation and update regarding the Downtown Reconstruction Phase <br />I Project, and provide direction to Staff. <br />Jennifer Shell., City Engineer, provided the Council with an update regarding the Downtown <br />Reconstruction Phase I Project. Following discusscion the Council reached consensus to provide <br />an additional $10,000 to fund future downtown events. <br />7. Invocation <br />Lay Pastor Jo Ann Lipscomb of Promiseland Church provided this evening's invocation. <br />8. Pledges of Allegiance - United States and Texas <br />Zachary Rodriguez, a 4th grade student, from Hernandez Elementary led this evening's pledges. <br />9. 30 Minute Citizen Comment Period <br />Thom Prentice, San Marcos, asked for the flags to be flown of at half staff on Friday, 11/22 in <br />honor of JFK. He continued by mentioning his observations on the investigations surrounding <br />the President's assassination. <br />Joel Romo, on behalf of Smoke Free Texas, addressed the Council and thanked them for passing <br />the recent smoking ordinance. He asked that the Council oppose any amendment to the Smoking <br />Ordinance. He provided the Council with a study conducted by the Department of Health and <br />Human Services regarding E- Cigarettes. <br />Consent Agenda <br />MConsider approval of the November 6, 2013 Regular Meeting Minutes <br />I LConsider approval of Ordinance 2013 -62, on the second of two readings, approving an <br />amendment to the Preferred Scenario Map from an Area of Stability to a Medium <br />Intensity Zone for 192.804 acres more or less such land being generally located south of <br />Yarrington Road between IH 35 and Post Road and extending south to the Blanco River <br />more specifically described as follows: a 50.339 acre tract, a 54.966 acre tract and a <br />
