87 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, JULY 21, 1986 PRESENT: Mayor J. E. Younger Mayor Pro-Tem Betty Jane Kissler Council Members Karl W. Mayor Younger called the meeting to order at 6:00 p.m. Mayor Younger introduced for consideration approval of an appointment to the Historic Preservation Commission from the Downtown Historic District. Mr. Farr moved to appoint Laura Ramsay and Mr. Brown second- ed the motion, which passed unanimously (Mr. Coddington present to vote on this item - 6:02 p.m.). Mayor Younger introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS AMENDING EXHIBIT "A" OF THAT ORDINANCE ADOPTED JUNE 9, 1986 w~ICH CALLED FOR THE HOLDING OF A BOND ELECTION TO BE RELD IN SAID CITY ON JULY 26, 1986 TO PROVIDE FOR A NEW ALTERNATE PRESIDING JUDGE FOR PRECINCT 11, AND DECLARING AN EMERGENCY. Ms. Kissler moved for adoption of the Ordinance on emergency and Mr. Brown seconded the motion, which passed unanimously. Mayor Younger introduced for consideration approval of five Ordinances on second reading and adoption of one Ordinance on third and final reading by consensus. Mr. Coddington moved for approval of the five Ordinances on second reading with the exception that he be shown as voting IINayll on Item 5.A. (4), which will follow all the other Ordinances on consensus, and adoption of the one Ordinance on third and final read- ing and Mr. Farr seconded the motion, which passed unanimously. The captions of these Ordinances read as follows: Approval of Ordinances on second reading: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ANNEXING TO SAID CITY 198.80 ACRES OF LAND, MORE OR LESS, ADJOINING THE EXISTING CITY LIMITS OF THE CITY OF SAN MARCOS, OUT OF THE THOMAS H. FORSITH, BENJAMIN J. WHITE, LYDIA GLASGOW, JOHN MAXAMILLON AND PATRICK MCGREAL SURVEYS OF HAYS COUNTY, TEXAS, SAID LAND BEING LOCATED WITHIN THE EXTRATERRITORIAL JURIS- DICTION OF SAID CITY AND LYING ADJACENT TO PRESENT CITY BOUNDARIES; APPROVING A SERVICE PLAN FOR SAID TRACT; EXTENDING THE BOUNDARY LIMITS OF SAID CITY SO AS TO INCLUDE SAID TRACT; GRANTING TO THE INHABITANTS OF SAID TRACT ALL TEE RIGHTS AND PRIVILEGES OF OTHER CITIZENS OF SAID CITY; BINDING SAID INHABITANTS BY ALL OF THE ACTS AND ORDINANCES, RULES AND REGULATIONS OF SAID CITY; AND DE- .CLARING AN EFFECTIVE DATE. . * Mr. Coddlngton present at 6:02 p.m.; ** Mr. Nlco1a present at 6:25 il-m.
