PART I II PROJECT NARRATIVE The project narrative is divided into three sections. The first section requests information that will allow CDHO/TDCA to determine ~hether the applicant and proposed projects meet the minimum requirements of the program as outlined in the procedures and the federal law and regulations. The second section contains questions and forms that will be used for scoring the program design factors under the competition. The third section is a listing of required attachments with instructions. 1. Note: A. PROGRAM REQUIREMENTS Neighborhood Selection a. Has the applicant selected neighborhoods in ~hich the median family income does not exceed 80 percent of the area median family income? Yes ~ No- b. Was the neighborhood selection based on census data or a survey of the neighborhood? Census Data c. If neighborhood selection was based on census data. provide the census tract. enumeration district and/or block group number for each neighborhood selected. (See Appendix IV for further guidance.) ** Neighborhood Name/Designation CT/ED/BG **The City of San Marcos participated in the neighborhood statistics program of the U.S. Bureau of the Census. Attached is the pertinent tables by nelghborhooa as published showing median income by neighborhood. A neighborhood can be defined by the city according to its needs as long as it is reasonably large (minimum 2 blocks) to assure rent level data and 80% lower income requirement. d. If neighborhood selection was based on survey data (using the survey form provided in Appendix V). provide the following information for each neighborhood selected.
