<br />2. <br /> <br />3. <br /> <br />Very Low Income Benefits and Lower Income Requirements <br /> <br />a. <br /> <br />Describe how the applicant will assure that priority w11l be <br />established in the selection process of projects for substandard <br />units occupied by very low income tenants. <br /> <br />The City plans to hold several meetings with prospective owners/ <br />developers to make them aware of the City's priority for units <br />occupied by very low income tenants All applications for such <br />units shall be considered for funding before any other applications. <br />Additionally, any application fees prescribed by the City (it has <br />not yet been decided by the Mayor and Council if a fee will be <br />charged) shall be waived for applications to rehabilitate ijnits <br />for very low income tenants. <br /> <br />Describe how the applicant will assure that at least 70% of RRP grant <br />funds (not necessarily units) will be utilized to assist lower income <br />families (not necessarily very low income). <br /> <br />The proposes that 100% of the rehabilitation money, if this grant <br />is funded shall be used to assist very low and low income families. <br />Very Low Income - 20%; Low Income - 80%. <br />No other applications shall be accepted. <br /> <br />b. <br /> <br />Describe how the applicant will assure that 70~ of RRP funds are <br />provided to rehabilitate 2 bedroom or more units, and 15% to rehab 3 <br />bedrooms or more units. (This is a requirement). <br /> <br />The City shall give all applications to rehabilitate three bed- <br />room units first consideration by setting the first application <br />date for such units. A subseQuent date shall be set to receive <br />applications for two or more bedroom units with first consider~ <br />ation going to larger units until the 15% rule is achieved. <br />When the 70% rule is achieved, all other applications will be <br />accepted for consideration until all of the money is committed. <br /> <br />Tenant Assistance Policy <br /> <br />c. <br /> <br />a. <br /> <br />Does the applicant presently have tenant assistance <br />policies/procedures that are used in conjunction with other local <br />housing and/or block grant programs? <br /> <br />Yes <br /> <br />xx <br /> <br />No <br /> <br />- <br /> <br />- <br /> <br />b. <br /> <br />If no, release of program funds are contingent on approval by TOCA of <br />adopted tenant/policies procedures. (Note: The Uniform Relocation <br />and Acquisition Act does not apply to TRRP: however, the procedures <br />and relocation assistance payments required under the Uniform Act <br />would be acceptable as locally adopted procedures/policies.) <br /> <br />c. <br /> <br />If yes, please provide a copy of the policies/procedures. <br /> <br />-11- <br />
