<br />FRED SAFFER UTILITY CONSULTANTS, INC. <br />CONSULTING AGREEMENT <br /> <br />with <br /> <br />THE CITY OF SAN MARCOS, TEXAS <br />BY AND THROUGH ITS <br />ELECTRIC UTILITY BOARD <br /> <br />SCHEDULE A <br /> <br />The Consultant will provide the Client with the <br />following consulting services with respect to the San Marcos <br />Electric Utility System (hereinafter "SMEU") as requested by the <br />Client andlor the Client's Representative under the Operating <br />Agreement between the Client and the Lower Colorado River <br />Authority (hereinafter "LCRA"). <br /> <br />4. <br /> <br />1. <br /> <br />Assistance with general adminstrative matters as <br />requested by the Clients Representative including but <br />not limited to: <br />a) board meetings; <br />b) coordination with Agents local staff; <br />c) assistance in implementation of provisions of <br />Operating Agreement. <br /> <br />2. <br /> <br />Assistance with respect to accounting and financial <br />matters including, but not limited to: <br />a) development of annual operating and capital <br />budgets; <br />development and establishment of SMEU <br />accounting and financial reporting systems; <br />coordination of accounting and financial <br />information and reports between SMEU and <br />LCRA; <br />review of LCRA billings to Client for <br />wholesale power purchases, services provided <br />under the Operating Agreement, and additional <br />payments to be made under the Purchase <br />Agreement. <br /> <br />b) <br />c) <br /> <br />d) <br /> <br />3. <br /> <br />Assistance with respect to the Client's new computer <br />and software installation necessary to provide retail <br />billing services required under the Operating <br />Agreement. <br /> <br />Assistance with respect to all SMEU retail rate matters <br />including, but not limited to: <br />a) continued work on the 1986 Electric Rate <br />Study; <br />
