FRED SAFFER UTILITY CONSULTANTS, INC. CONSULTING AGREEMENT with THE CITY OF SAN MARCOS, TEXAS BY AND THROUGH ITS ELECTRIC UTILITY BOARD SCHEDULE A The Consultant will provide the Client with the following consulting services with respect to the San Marcos Electric Utility System (hereinafter "SMEU") as requested by the Client andlor the Client's Representative under the Operating Agreement between the Client and the Lower Colorado River Authority (hereinafter "LCRA"). 4. 1. Assistance with general adminstrative matters as requested by the Clients Representative including but not limited to: a) board meetings; b) coordination with Agents local staff; c) assistance in implementation of provisions of Operating Agreement. 2. Assistance with respect to accounting and financial matters including, but not limited to: a) development of annual operating and capital budgets; development and establishment of SMEU accounting and financial reporting systems; coordination of accounting and financial information and reports between SMEU and LCRA; review of LCRA billings to Client for wholesale power purchases, services provided under the Operating Agreement, and additional payments to be made under the Purchase Agreement. b) c) d) 3. Assistance with respect to the Client's new computer and software installation necessary to provide retail billing services required under the Operating Agreement. Assistance with respect to all SMEU retail rate matters including, but not limited to: a) continued work on the 1986 Electric Rate Study;
