Herrera <br /> Director of Finance Betty Oliver <br /> Director of Public Works George Boeker <br /> Director of Personnel Carolyn Liner <br /> Director of Parks and Recreation Rodney Cobb <br /> Director of Library Stephanie Langenkamp <br /> Director of Env. and Engineering Steve Jenkins <br /> Director of Planning Frank Robbins <br /> Also Present: Mark Hendricks, Dan Smith, Dan Nelson, Jack Doughty, <br /> Donna Farley, Shirley Wickersham and others. <br /> Mayor Younger called the meeting to order at 7:00 p.m. <br /> Mr. Farr moved the Council adjourn into Executive Session pursuant to <br /> Article 6252-17, §§2(e) and (g), V.A.C.S., to discuss matters where <br /> the duties of the City Attorney to the City pursuant to the Code of <br /> Professional Responsibility of the State Bar of Texas clearly conflicts <br /> with Article 6252-17, and to discuss personnel (the duties of City em- <br /> ployees, including the possible retention or elimination of some posi- <br /> tions within the City), respectively, and Ms. Kissler seconded the motion, <br /> which passed unanimously (7:02 p.m.) (Mr. Brown present at 7:05 p.m.). <br /> Mr. Farr moved the Council reconvene at 7:20 p.m. and Mr. Coddington <br /> seconded the motion, which passed unanimously. <br /> Mayor Younger introduced a discussion regarding the proposed 1986--1987 <br /> budget. Mr. Gonzalez reviewed with Council information which he handed <br /> out during the meeting regarding proposed amendments to the proposed <br /> budget. Several Council Members offered suggestions of ways the bud- <br /> get could be reduced. Mr. Nicola suggested Travel and Training line <br /> items be further reduced by fifty percent; Mr. Coddington suggested <br /> reduction of salaries, positions and capital improvements. Mr. Farr <br /> reminded Council personnel could not be reduced without reducing ser- <br /> vices. Mayor Younger wanted to reduce the necessity for all depart- <br /> ments to have to utilize the Legal Department and felt some Ordinances <br /> could be written without input from the Legal Department. He expressed <br /> interest in eliminating part of the Legal Department as a means of re- <br /> ducing the budget. Ms. Kissler stated she is interested in not filling <br /> vacancies of positions as a means of reducing the budget. Mr. Brown <br /> stated the Council may be overreacting when minor adjustments can be <br /> made to bring the budget into balance. <br /> Mr. Nicola moved the Council adjourn into Executive Session to continue <br /> a discussion regarding personnel and Mr. Farr seconded the motion, which <br /> passed unanimously (8:29 p.m.). <br /> * Mr. Brown present at 7:05 p.m. <br />
