The motion carried <br />unanimously. <br />20.Consider approval of Ordinance 2013 -73, on the first of two readings, extending the <br />residential home improvement exemption from Building Permit Fees established by <br />Ordinance 2011 -30 through December 31, 2014; authorizing the City Council to grant <br />further extensions of the exemption by motion or by resolution; and providing an <br />effective date. <br />MOTION: Upon a motion made by Council Member Scott and a second by Council Member <br />Prewitt, the City Council voted seven (7) for and none (0) opposed, to approve Ordinance 2013- <br />73, on the first of two readings, as previously captioned. The motion carried unanimously. <br />21.Consider approval of Resolution 2013 -183R casting all of the City's 424 votes in favor of <br />Shane Scott to serve on the Hays Central Appraisal District Board of Directors for a two <br />year term commencing on January 1, 2014; and declaring an effective date. <br />MOTION: Upon a motion made by Council Member Becak and a second by Council Member <br />Thomaides, the City Council voted (7) for and none (0) opposed, to approve Resolution 2013 - <br />183R, as previously captioned. The motion carried unanimously. <br />22.Consider an appointment by Council Member Thomason to the Comprehensive Plan <br />Oversight Committee. <br />MOTION: Upon a motion made by Council Member Thomason and a second by Council <br />Member Becak, the City Council voted (7) for and none (0) opposed, to approve the appointment <br />of Sam Huenergardt to the Comprehensive Plan Oversight Committee. The motion carried <br />unanimously. <br />23.Consider an appointment to fill a vacancy on the Economic Development San Marcos <br />Board, and provide direction to Staff. <br />MOTION: Upon a motion made by Council Member Thomason and a second by Council <br />Member Becak, the City Council voted (7) for and none (0) opposed, to approve the appointment <br />of Ben Cloutier to the Economic Development San Marcos Board. The motion carried <br />unanimously. <br />24.Receive a staff presentation and update regarding the creation of a Transportation <br />Reinvestment Zone through a negotiated Interlocal Agreement with the Lone Star Rail <br />District, and provide direction to staff. <br />Steve Parker, Assistant City Manager /CFO, provided the Council with a presentation regarding <br />the creation of a Transportation Reinvestment Zone through a negotiated Interlocal Agreement <br />with the Lone Star Rail District. Council provided direction to continue working on this <br />agreement and to encourage the other entities to take action as well. <br />
