<br />83 <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />Regular Meeting August 25, 1986 Page 15 <br /> <br /> <br />Mayor Younger introduced the Ordinance pulled from the consensus <br />agenda, approval of an Ordinance on second reading, the caption <br />which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, REPEALING SECTION 18-6 OF THE SAN MAR- <br />COST CODE OF ORDINANCES AND ADOPTIffi A NEW SECTION <br />18-6 PROHIBITING CONSUMPTION OF ALCOHOLIC BEVERAGES <br />IN CITY PARKS EXCEPT WITH WRITTEN PERMISSION OF THE <br />PARKS AND RECREATION DIRECTOR; PROVIDING FOR PERMITS; <br />DECLARING THAT VIOLATION OP THIS ORDINANCE IS A MIS- <br />DEMEANOR PUNISHABLE BY A PINE; REPEALING SECTION 18-7 <br />OP SAID ARTICLE OP SAID CHAPTER OR SAID CODE AND ADOPT- <br />ING A NEW SECTION 18-7 TO REVISE THE FEE SCHEDULE FOR <br />USE OF PARK AND RECREATIONAL FACILITIES; AMENDING SEC- <br />TION 18-8 OF SAID ARTICLE OF SAID CHAPTER OR SAID CODE <br />TO PROVIDE FOR A $10 MAINTENANCE~EE FOR USE OF CITY- <br />OWNED BALL PARKS; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Farr moved for approval of the Ordinance on second reading and <br />Mr. Coddington seconded the motion. The Police Department stated <br />the Ordinance is manageable as it is. Chief Galchutt stated he has <br />seen no problems with the enforceability of the Ordinance as it now <br />exists. He said he would like to see the Ordinance remain as it is <br />or that alcoholic consumption be completely prohibited and stated if <br />anyone is in the Parks who is intoxicated, they will be hauled off. <br />Mr. Coddington moved to amend the Ordinance to delete SECTIONS 1. and 2. <br />with the exception to leave in SECTION 2., Sec. 18-6. (a), (1) and (2) <br />and renumber the remainder of the Ordinance and Mr. Farr seconded the <br />motion, which passed unanimously. The Council voted unanimously for <br />approval of the Ordinance on second reading. <br /> <br />Mayor Younger introduced for consideration adoption of two Ordinances <br />on third and final reading by consensus. Messrs. Guerra and Nicola <br />requested to be shown as voting IINAY" to Item l2.B. (2). Ms. Kissler <br />moved for adoption of the two Ordinances on third and final reading <br />by consensus and Mr. Coddington seconded the motion, which passed <br />unanimously. The captions of these Ordinances read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTION 29-l52(c) OF THE SAN <br />MARCOS CODE OF ORDINANCES TO PROVIDE FOR NO PARKING <br />TOW-AWAY ZONES ON MARY STREET BETWEEN BURLESON STREET <br />AND LINDSEY STREET AND AT THE ENTRANCE TO CITY PARK, <br />AND DECLARING AN EFFECTIVE DATE. <br /> <br />Adoption of Ordinance on third and final reading by consensus, <br />with Messrs. Guerra and Nicola voting "NAY": <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTION 2-31 OF THE SAN MAR- <br />COS CODE OF ORDINANCES TO ADD A SERGEANT POSITION TO <br />THE SAN MARCOS POLICE DEPARTMENT, AND DECLARING AN <br />EFFECTIVE DATE. <br /> <br />Mayor Younger introduced for consideration adoption of a Resolution, <br />the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS APPROVING FINAL PAYMENT TO DAM, INC. <br />FOR THE PROVISION TO SAID CITY OF AERIAL PHOTOGRAPHY <br />AND MAPPING SERVICES IN CONNECTION WITH SAID CITY'S <br />COMPUTERIZED MAPPING PROJECT, AUTHORIZING FINAL PAY- <br />MENT IN THE AMOUNT OF $52,975.50, AND DECLARING AN <br />EFFECTIVE DATE. <br />
