<br />2 <br /> <br />Regular Meeting <br /> <br />September 8, 1986 <br /> <br />Page 2 <br /> <br />Manager advised the Council the proposed budget was cutting 8-1/2 <br />positions in the General and Water Funds and 2 intern positions. <br />The cuts are 4 in the utility department, 2 in the tax department, <br />1 receptionist, 1 fire inspector and 1/2 resident engineer plus two <br />interns and the additions are 2 fire trainees and 5 police reserves. <br />Mr. Brown stated further reduction would diminish some services and <br />that he was uncomfortable not providing merit and cost of living <br />raises. He stated it is not for a lack of support of the Staff and <br />that the Council is supportive of Staff accomplishments and hoped the <br />Staff would bear with the Council because of the state of the economy. <br />Mr. Coddington stated Mr. Brown's statement was a political one and not <br />a fiscal statement and that he did not foresee the economy improving <br />drastically. There was no further discussion of the budget, which is <br />scheduled to be adopted later on this agenda. <br /> <br />Mayor Younger introduced for consideration a public hearing and approv- <br />al of an Ordinance on first reading, the caption which was read as fol- <br />lows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING APPENDIX B OF THE SAN MARCOS <br />CODE OF ORDINANCES BY REPLACING SECTION 4-l.3.a. WITH <br />A CHART THAT FURTHER CLARIFIES REGULATIONS IN THE <br />SIGN ORDINANCE TO CONFORM TO STATE LAW AND DECLARING <br />AN EFFECTIVE DATE. <br /> <br />Mayor Younger opened the public hearing and asked if anyone wished to <br />speak in favor or in opposition to the amendment. Frank Robbins ad- <br />vised the Council the chart that is marked "proposed" is the Chart <br />recommended by the Planning and Zoning Commissions, and the intent <br />is to conform to State Law. Mr. Coddington asked Mr. Robbins why we <br />want to conform to State Law when it is not required, to which Mr. <br />Robbins replied so as not to confuse anyone. He stated State stand- <br />ards are more strict, with the exception the City's standards regarding <br />relocated signs are more strict. Jeff Hill was present representing <br />Gunnarson Outdoor Advertising and objected to the amendment stating it <br />is more strict and that the Committee appointed by the City Council to <br />review the Sign Ordinance had approved the chart marked "existing". No <br />one else wished to speak in favor or in opposition, so Mayor Younger <br />closed the public hearing. Mr. Coddington stated the amendment needed <br />further study or the City needed to delete the portion Mr. Hill object- <br />ed to. He recommended the Ordinance go back to the Planning and Zoning <br />Commissions with Mr. Hill's recommendations. Mr. Robbins indicated it <br />will be months before further amendments can come to the Council and <br />that this amendment by itself would bring our Ordinance into conformance <br />with the State's standards. He stated he thought if this matter was <br />just referred back to the Planning and Zoning Commissions that their <br />recommendation would be the same. Mr. Gonzalez stated something would <br />be worked out and broughtback to the Council at another time.
