<br /> ( 5) is the subject of a tax or special assessment <br /> delinquency stated as a percentage of total taxes <br /> assessed, which exceeds the fair market value of the <br /> land. involved and the improvements thereon; or <br /> (6) is functionally or economically obsolete as determined <br /> by a qualified appraiser. <br /> Localities should be aware when preparing an application for funding under the <br /> Texas Community Development Program that the meeting of these thresholds only <br /> qualify the application for consideration, and may not have a quantitative <br /> effect on the scoring and eventual ranking of an application. Careful <br /> consideration should also be given to all factors upon which the scoring <br /> mechanism is based. <br /> For each national objective under which the proposed activity qualifies, <br /> check the appropriate box and provide the information in that section. <br /> - <br /> /L/ PRINCIPALLY BENEFITS LOW AND MODERATE INCOME PERSONS <br /> Was this determined on direct benefit, area benefit, or <br /> income/condition eligibility?
