The re-construction <br /> of streets calls for increased structural strenghth of the roadways, curb & <br /> gutter, new road surface and drainage of the area outfall into Purgatory <br /> Creek, and some measure of erosion control. In one instance the acquisition <br /> of one residential structure is likely, consequently replacement housing may <br /> be a program cost. <br /> In the area of housing, the City of San Marcos would like to continue its <br /> efforts of housing rehabilitation, that was initiated some years ago through <br /> the CDBG/HUD programs. <br /> The prepared application as submitted is a well balanced and rounded application <br /> that meets the needs of the neighborhoods as identified through the citizen <br /> participation hearings. <br /> The prepared application addresses the regional priorities as established. We <br /> propose to make available $120,000 in the form of housing rehabilitation loans <br /> up to $10,000.00 per family with a 2% interest rate. Loans will be make avail- <br /> able only to those residents who qualify under the Section 8 income limits. <br /> Loans will be made available only to those persons who reside in the Dunbar & <br /> Victory Gardens areas. The areas are contiguous to one another. <br /> The second regional priority has also been addressed by the fact that the City <br /> propose to spend $392,000 in the reconstruction of public facility improvements <br /> which address concerns expressed by the Dunbar residents. These improvements in- <br /> clude drainage, erosion control, curb & gutter, re-newed street base and new <br /> road surface. The streets to be addressed are identified in the enclosed maf and <br /> serve the entire area as a whole. The impact derived is one of area benefit. <br /> The proposed activities are activities which had been considered in prior HUD <br /> programs (El Molino) but these programs were not approved by H.D.D., due to <br /> monetary shortfalls. Some activities were initiated with Community Development <br /> Block Grant funds but were never finished because these funds were also cut off. <br /> The public facility improvements proposed in this application will do much to <br /> complete activities which were started with prior HDD funds. <br /> The City of San Marcos realized the need to finish these activities therefore the <br /> City Council is committed to match the TDCP grant request of $300,000.00 with <br /> $300,000.00 of its own local tax dollars. What little else remains will be ac- <br /> complish through local initiative - the City's C.I.P. program. <br />
