Eankins <br />Robert T. herrera <br />George Boeker <br />Frank Robbins <br /> <br />Also Present: Jeff Kester, Dan Smith, Mark Hendricks, Patty Sullivan, <br />Nancy Coddington, Hugh Snellings, Melissa Millecam, Jennifer Coddington, <br />Emmie Craddock, Gwen Smith, Lunelle Anderson, Eenry Krause, Sarah <br />Bailey, Robert Eabingreither and others. <br /> <br />Mayor Younger called the meeting to order at 7:00 p.m. <br /> <br />Mayor Younger introduced for consideration adoption of a Resolution, <br />the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />:r-1ARCOS, TEXAS, APPROVING THE TERMS AND CONDITIONS OF <br />A PROPOSED AMENDMENT TO THAT CONTRACT OF SEPTEMBER 24, <br />1985, FOR ARCHITECTURAL SERVICES BETWEEN SAID CITY AND <br />BLACK & VEATCH, ENGINEERS-ARCHITECTS OF DALLAS, TEXAS, <br />IN CONNECTION WITH THE CONSTRUCTION OF A PUBLIC WORKS <br />COMPLEX, AUTHORIZING THE CITY MANAGER TO EXECUTE SAID <br />AMENDMENT AND ANY AND ALL OTHER DOCUMENTS AND INSTRU- <br />MENTS INCIDENT THERETO, AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Brown moved for adoption of the Resolution and Mr. Coddington se- <br />conded the motion. Mr. Coddington asked what information was gleaned <br />regarding the CAD suit and the CAD time line. Mr. Gonzalez stated he <br />and Mr. Roy Peyton had both talked with Jesse Click, and the CAD had <br />been advised we can meet the June 15 deadline give or take a few days. <br />Mr. Coddington asked how we plan to finance the building, and Mr. Gon- <br />zalez stated it has always been the intent to sell Certificates of <br />Obligation. Mr. Gonzalez stated he had talked with our bond consult- <br />ant, Bill Newman, and been advised that Mr. Newman was unaware of any <br />other method available to cities, because any liability extended beyond <br />one year must be bonded. Mr. Coddington asked if Mr. Gonzalez talked <br />with anyone other than Mr. Newman, to which Mr. Gonzalez responded he <br />had not. Mr. Coddington stated he was interested in information re- <br />garding owner terms. Mayor Younger stated he would like the City to <br />pursue any other alternatives of financing available to us and remind- <br />ed Council the finance terms were not included in this Resolution. Mr. <br />Hankins advised the Council he talked with TML and with Barrientos' <br />office regarding the Jones-Peveto Bill and the CAD suit, and no one <br />thinks there is any serious constitutional challenge, although there <br />may be suits in counties and arguments raised. Mr. Coddington stated <br />he wants the City to obtain a copy of the Bosque County suit. Mr. <br />Coddington stated if the case is overturned, there will no longer be <br />a CAD.
