Proper private <br /> development of infill areas, as well as <br /> advantageous development of large areas <br /> of substantially vacant land, require a <br /> flexible approach to be available both <br /> to the City and to the <br /> landowner/developer. The Planned <br /> Development District is intended to <br /> implement the design related policies of <br /> the Master Plan, encourage integrated, <br /> well designed land uses, allow a more <br /> flexible response to the market, <br /> encourage innovative subdivision design, <br /> and avoid a "win-loss" solution to <br /> zoning decisions. <br /> 2. The PDD is further intended to provide: <br /> A. Conservation of energy and natural <br /> resources. <br /> B. A maximum choice in the types of <br /> environment and dwelling units <br /> available. <br /> C. An integration of open space and <br /> recreation areas with residential <br /> development. <br /> D. A pattern of development which <br /> preserves San Marcos' unique <br /> environmental attractiveness, trees <br /> and other outstanding natural <br /> features. <br /> E. A creative approach to the use of <br /> land and its related phys ical <br /> development. <br /> F. An efficient use of land requiring <br /> smaller networks of utilities and <br /> streets, thereby lowering <br /> development and maintenance costs. <br /> G. A mechanism to mitigate the <br /> negative economic impact of <br /> stringent regulations through <br /> transfer of development rights. <br /> 103. Commentary <br /> Throughout this article, subsections prefaced <br /> "commentary" are included. Each commentary <br /> is intended as an official statement of <br /> legislative finding or purpose. Whenever a <br /> section or subsection of this ordinance is <br /> deemed to require clarifications, explanation <br /> of its intent, or further elaboration, that <br /> section is followed by a commentary. The <br /> commentaries have been legislatively adopted <br /> together with the more formal text of the <br /> ordinance. They are intended as a guide to <br /> the administration and interpretation of the <br /> ordinance and shall be treated in the same <br /> manner as other aspects of legislative <br /> history. <br /> 104.
