Younger and Council Members <br /> <br />1M: <br /> <br />Social Service Advisory Board <br /> <br />SUBJECT: <br /> <br />Final Recommendation of Social Service <br />Advisory Board <br /> <br />DATE: <br /> <br />October 20, 1986 <br /> <br />RE: <br /> <br />I. <br /> <br />FUNDING: <br /> <br />The city Council must commit itself to funding the continued existence <br />of social services in San Marcos. We recognize the termination of <br />federal Revenue Sharing funds creates a strain on the city budget, but <br />the reduction in federal funding does not reduce the level of need in <br />our City. <br /> <br />We recommend that two percent (2%) of the general fund revenues be <br />targeted specifically for social services. We emphasize that the <br />Emergency Medical Services (EMS), Street Lights, Economic Development, <br />or the Hays County Historical Society should be eliminated from <br />consideration as a social service. Only those agencies directly <br />serving the need of a target population such as single-parent <br />households, children, the elderly or the poor should be included in the <br />social service budget. <br /> <br />We strongly recommend funding for social service agencies NOT be tied <br />to any specific source of revenue, but simply be considered part of the <br />general fund expenditure. <br /> <br />The following suggestions for increasing general fund revenues were <br />received during our public hearings of June and July of this year: <br /> <br />Increasing the tax on mixed drinks <br />Increasing the sales permit fees for alcoholic beverages <br />Increase the fines on persons caught selling alcohol to minors <br />Increase the DWIjPI fines <br />Place a fee on those delivering alcoholic beverages in the city <br />limits <br />Hold a city lottery <br />Increase Municipal Court fees <br /> <br />Additionally, the SSAB submits the following recommendations which were <br />part of an earlier submission August 27.: <br /> <br />CSM-100 <br />
