Recommendation of Social Services Advisory Board October 20, 1986 Page Three should be consistent with the application procedure so that agencies will be aware of the type of data requested by Council during the next budget cycle. II. PERMANENT BOARD: We recommend that a five-member permanent Social Services Advisory Board be established by Council. Composition of the board should be made up of citizens with no connection to Social Service agencies currently funded by the City. Board members should not be employed by the City. The purpose of the recommended board would be to oversee staff monitoring of program and fiscal performance of Social Service agencies and to receive, evaluate, and make recommendations to Council on applications for funding. This will also help facilitate the above Cooperative Budget Structuring recommendation. III. EVALUATION AND MONITORING: SSAB recommends the City adopt the proposed goals and criteria statement for evaluating Social Service agencies. GOALS AND CRITERIA San Marcos has a diverse and vibrant community. The City should serve as a facilitator to help improve the quality of life for all its citizens. To this end, the City should have as its common goal to assist the community by providing access to human services which will: 1. Protect lives of people in emergencies; Prevent disabilities; 2. 3. Restore and develop people to self-sufficiency; 4. Maintain the lives of people in incurable or chronic conditions; 5 Enrich the lives of all citizens through the arts and recreation. In the Community, there are those who are particularly vulnerable such as children, elderly, the handicapped and single-parent households who are in need of special assistance. The City should make the effort to serve the needs of these individuals since they are ill-equipped to help themselves.
