<br />Recommendation of Social Services <br />Advisory Board <br />October 20, 1986 <br />Page Three <br /> <br />should be consistent with the application procedure so that agencies <br />will be aware of the type of data requested by Council during the next <br />budget cycle. <br /> <br />II. <br /> <br />PERMANENT BOARD: <br /> <br />We recommend that a five-member permanent Social Services Advisory <br />Board be established by Council. Composition of the board should be <br />made up of citizens with no connection to Social Service agencies <br />currently funded by the City. Board members should not be employed by <br />the City. <br /> <br />The purpose of the recommended board would be to oversee staff <br />monitoring of program and fiscal performance of Social Service agencies <br />and to receive, evaluate, and make recommendations to Council on <br />applications for funding. This will also help facilitate the above <br />Cooperative Budget Structuring recommendation. <br /> <br />III. <br /> <br />EVALUATION AND MONITORING: <br /> <br />SSAB recommends the City adopt the proposed goals and criteria <br />statement for evaluating Social Service agencies. <br /> <br />GOALS AND CRITERIA <br /> <br />San Marcos has a diverse and vibrant community. The City should serve <br />as a facilitator to help improve the quality of life for all its <br />citizens. To this end, the City should have as its common goal to <br />assist the community by providing access to human services which will: <br /> <br />1. <br /> <br />Protect lives of people in emergencies; <br />Prevent disabilities; <br /> <br />2. <br /> <br />3. <br /> <br />Restore and develop people to self-sufficiency; <br /> <br />4. <br /> <br />Maintain the lives of people in incurable or chronic conditions; <br /> <br />5 <br /> <br />Enrich the lives of all citizens through the arts and recreation. <br /> <br />In the Community, there are those who are particularly vulnerable such <br />as children, elderly, the handicapped and single-parent households who <br />are in need of special assistance. The City should make the effort to <br />serve the needs of these individuals since they are ill-equipped to <br />help themselves. <br /> <br />Since the needs of the Community are many and resources are limited, <br />the City should make every effort to utilize institutions to deliver <br />
