<br />42 <br /> <br />Regular Meeting <br /> <br />October 27, 1986 <br /> <br />Page 2 <br /> <br />Staff did not have the expertise to assist this Board. Mr. Hildebrandt <br />recommended that adequate executive staff time needed to be involved <br />with this Board if a permanent Board is established. A copy of the <br />Board's report is attached to these minutes. <br /> <br />Mayor Younger introduced for consideration approval of $750.00 from <br />contingency funds for a luncheon on Student Government Day (in December, <br />1986). Mr. Guerra moved to table this matter until later in the meet- <br />ing and Ms. Kissler seconded the motion, which passed unanimously. <br /> <br />Mayor Younger introduced for consideration approval of the placement <br />of the Old Fire Station/City Hall Bell. Mayor Younger stated he thought <br />it had been consensus of Council to place the Bellon City Hall property, <br />and moved that the Bell be so placed. Mr. Farr seconded the motion, <br />which passed unanimously. Mr. Coddington stated he would like the <br />Council to adopt a Resolution for the placement of the Bellon City <br />Hall property and Mr. Guerra concurred. The City Attorney was directed <br />to prepare a Resolution for the placement of the Bell to be on City <br />Hall property at the next Regular Meeting. <br /> <br />Mayor Younger introduced for consideration approval for fundraising <br />campaign to build a setting for the Old Fire Station/City Hall Bell. <br />It was consensus of Council to do so and for the press, Mr. Habingreither <br />and the Heritage Association to be involved in the campaign. <br /> <br />Mayor Younger introduced for consideration a public hearing and adoption <br />of an Ordinance on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OP TEE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTIONS 31 AND 33 OF THAT <br />ORDINANCE ADOPTED ON SEPTEMBER 8, 1986, WHICH AMENDED <br />THE GENERAL ZONING ORDINANCE, TO DELETE ALL REFERENCES <br />TO AND PROVISIONS IN SAID SECTION PERTAINING TO SECTION <br />36(fl) (1) OF THE GENERAL ZONING ORDINANCE OP THE CODE OF <br />ORDINANCES OF SAID CITY AND TO AMEND SECTION 36(H) (1) <br />OF SAID GENERAL ZONING ORDINANCE PROVIDING FOR PROJEC- <br />TIONS OF ROOF OVERHANGS AS EXCEPTIONS TO THE MINIMUM <br />SETBACK REQUIREMENTS, AND DECLARING AN EMERGENCY. <br /> <br />Mayor Younger opened the public hearing and asked if anyone wished to <br />speak in favor or in opposition to the amendment. Shirley Wickersham <br />stated she did not believe it was right to be denied a variance process, <br />and that the appeals process to Council had been deleted from the Ordin- <br />ance. Mayor Younger advised Ms. Wickersham the Hills of Hays' project <br />was being held up until this Ordinance is in place regarding roof over- <br />hangs. Mr. Robbins stated the setback in the amendment is for projections <br />only and that this amendment is a lessening of existing standards. No <br />one else wished to speak in favor or in opposition, so Mayor Younger <br />closed the public hearing. Ms. Kissler moved for adoption of the Ordin- <br />ance on emergency and Mayor Younger seconded the motion. On roll call <br />the following vote was recorded: <br /> <br />AYE: <br /> <br />Farr, Younger, Kissler. <br /> <br />NAY: <br /> <br />Coddington, Guerra. <br /> <br />ABSTAIN: <br /> <br />None. <br /> <br />Mayor Younger then moved to approve the Ordinance on first reading and <br />Mr. Farr seconded the motion, which passed unanimously. <br /> <br />Mayor Younger introduced for consideration a public hearing and adoption <br />of a Zoning Ordinance, the caption which was read as follows: <br />
