<br />Mayor Craddock and <br />Council Members <br />September 9, 1985 <br />Page 2 <br />Our modus-operandi is to receive items for consideration and vote yes, <br />no or "maybe". Many items we receive are unknown to us until three <br />days before we must take action. The back-up information, while more <br />timely and more complete than when I cameon Council, does not address <br />all ramifications of any issue. <br />As a result Staff sets policy, does what it wants, and in some cases <br />forgets who they work for. Can you blame Staff? <br />I am not suggesting that a Council Aide is the panacea, but it is a <br />start to a more effective Council. We must realize that our role <br />affects the lives and the livelihood of our citizens for decades to <br />come. We cannot, and should not, operate the City on a day-to-day <br />basis; but we certainly should be aware of how the City is running - <br />and see that our directions are being carried out! <br /> Bill Coddington <br />BC/jw <br />
