<br /> -18- <br /> At any time up to the start of the Design Development Phase, <br /> the Owner may increase the Construction Budget. Compensation to <br /> the Architect shall be seven percent (7%) of the increase in the <br /> Construction Budget. <br /> 14.2.2 No payment shall be made by Owner for ADDITIONAL <br /> SERVICES OF CONSULTANTS, including additional structural, <br /> mechanical and electrical engineering services and those provided <br /> under Subparagraph 1. 7 .15 or identified in Article 15 as part of <br /> Additional Services. <br /> 14.3 There shall be REIMBURSABLE EXPENSES paid as a part of <br /> this Agreement as provided in Article 5 herein. <br /> 14.4 The Owner and the Architect agree in ~ccordance with the <br /> Terms and Conditions of this Agreement that: <br /> 14.4.1 IF THE SCOPE of the Project or of the Architect's <br /> Services is changed materially, the amounts of compensation shall <br /> be renegotiated. <br /> 14.4.2 IF THE SERVICES covered by this Agreement have not been <br /> completed within twenty-four (24) months of the date hereof, <br /> through no fault of the Architect, the amounts of compensation, <br /> rates and multiples set forth herein shall be renegotiated. <br /> ARTICLE 15 <br /> OTHER CONDITIONS OR SERVICES <br /> PROGRAM DEVELOPMENT PHASE: <br /> The Architect shall meet with key staff members to determine the <br /> present and future needs of the Public Works complex and will <br /> provide the Owner with a draft written Program for review and <br /> comment and a final written Program on which subsequent phases <br /> shall be based. <br /> SITE SELECTION PHASE: <br /> The Architect shall assist the Owner with site evaluation and <br /> selection. This shall include a written recommendation which <br /> considers suitability of location, comparative value (including <br /> development cost), availability of utilities, traffic flow <br /> patterns, impact on surrounding community functions, and storm <br /> water drainage. <br />
