This proposal is a joint effort of Black & Veatch Engineers-Architects and Jeffrey H. Kester, Architect. Specific areas of responsibility have been proposed in the Project Approach which we believe will utilize the best qualifications and experience of each firm. The phases of the project requiring frequent onsite attention are proposed as the primary responsibility of Jeff Kester. Phases of the project requiring in-depth experience in public works complex design are proposed as the primary responsibility of Black & Veatch. Throughout the project, we propose a close working relationship of each firm with the Public Works staff and key members of your staff. The primary services we have offered the City of San Marcos are the willingness to listen to your needs and preferences. the experience to present several appropriate solutions. and the responsiveness to in- corporate your comments into the project.
