41 Regular Meeting November 24, 1986 Page 4 AMENDING SECTION 30-63 OF DIVISION 5, WATER SYSTEM CAPITAL RECOVERY FEE, OF ARTICLE II OF CHAPTER 30 OF THE CODE OF ORDINANCES OF SAID CITY TO ALLOW PAY- MENT OF CAPITAL RECOVERY FEES IN TWO INSTALLMENTS, AMENDING SUBSECTION 5, OF SAID ARTICLE II OF SAID CHAPTER OF SAID CODE TO AMEND THE FACTOR TO BE USED TO COMPUTE LUE'S FOR RESTAURANT/BAR USES OF PROPERTY FROM .0046 LUE/SQUARE FOOT OF BUILDING TO .001 LUE/ SQUARE FOOT OF BUILDING, AND DECLARING AN EFFECTIVE DATE. Mr. Farr moved for approval of the Ordinance on first reading and Mayor Younger seconded the motion. Mr. Farr stated all restaurant applicants needed to be given a procedure to follow, and Mr. Boeker stated they are working on such a procedure. Mr. Gonzalez stated the Staff will get back with the Council as to a specific procedure that will be followed. Mayor Younger stated he wants the Ordinance adopted as soon as possible so as not to hold up any projects. In order that projects will not be delayed, the following amendment was made. Mayor Younger moved the Ordinance be'amended in Section 30-43. Time of payment. to add the following language at the beginning of the paragraph: "Effective on November 1,1986 . . .," and in Section 30-63. The Council then voted unanimously for approval of the Ordinance on first reading. Mayor Younger introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE GRANTING THE AUTHORITY, RIGHT AND PRIVILEGE TO OPERATE AND MAINTAIN A SATELLITE MASTER ANTENNA TELEVISION SIGNAL DISTRIBUTION SERVICE FOR THE DISTRIBUTION OF AUDIO, VIDEO AND RADIO SIGNALS, PROVIDING THE TERMS AND PROVISIONS UNDER WHICH SAID SYSTEM SHALL BE OPERATED AND MAINTAINED, AND DECLARING AN EFFECTIVE DATE. Mr. Guerra moved to approve the Ordinance on first reading and Mayor Younger seconded the motion. Mr.Coddington then moved to table consideration of the Ordinance until the City Attorney was present and Mr. Guerra seconded the motion, which passed unanimously. Mayor Younger introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING CHAPTER 26, ENTITLED "TAXATION" OF THE SAN MARCOS CODE OF ORDINANCES BY THE ADDITION OF SECTION 26-19(b) PROVIDING FOR A LATE CHARGE FOR HOTEL-MOTEL TAX AND ESTABLISHING AN EFFECTIVE DATE. Mr. Coddington moved for approval of the Ordinance on first reading and Ms. Kissler seconded the motion, which passed unaimously.
