<br />41 <br /> <br />Regular Meeting <br /> <br />November 24, 1986 <br /> <br />Page 4 <br /> <br />AMENDING SECTION 30-63 OF DIVISION 5, WATER SYSTEM <br />CAPITAL RECOVERY FEE, OF ARTICLE II OF CHAPTER 30 <br />OF THE CODE OF ORDINANCES OF SAID CITY TO ALLOW PAY- <br />MENT OF CAPITAL RECOVERY FEES IN TWO INSTALLMENTS, <br />AMENDING SUBSECTION 5, OF SAID ARTICLE II OF SAID <br />CHAPTER OF SAID CODE TO AMEND THE FACTOR TO BE USED <br />TO COMPUTE LUE'S FOR RESTAURANT/BAR USES OF PROPERTY <br />FROM .0046 LUE/SQUARE FOOT OF BUILDING TO .001 LUE/ <br />SQUARE FOOT OF BUILDING, AND DECLARING AN EFFECTIVE <br />DATE. <br /> <br />Mr. Farr moved for approval of the Ordinance on first reading and <br />Mayor Younger seconded the motion. Mr. Farr stated all <br />restaurant applicants needed to be given a procedure to follow, <br />and Mr. Boeker stated they are working on such a procedure. Mr. <br />Gonzalez stated the Staff will get back with the Council as to a <br />specific procedure that will be followed. Mayor Younger stated <br />he wants the Ordinance adopted as soon as possible so as not to <br />hold up any projects. In order that projects will not be <br />delayed, the following amendment was made. Mayor Younger moved <br />the Ordinance be'amended in Section 30-43. Time of payment. to <br />add the following language at the beginning of the paragraph: <br />"Effective on November 1,1986 . . .," and in Section 30-63. <br />Time of payment. at the beginning of the paragraph: "Effective <br />on November 1,1986 . . .," and Mr. Coddington seconded the <br />motion, which passed unanimously. The Council then voted <br />unanimously for approval of the Ordinance on first reading. <br /> <br />Mayor Younger introduced for consideration approval of an <br />Ordinance on first reading, the caption which was read as <br />follows: <br /> <br />AN ORDINANCE GRANTING THE AUTHORITY, RIGHT AND <br />PRIVILEGE TO OPERATE AND MAINTAIN A SATELLITE <br />MASTER ANTENNA TELEVISION SIGNAL DISTRIBUTION <br />SERVICE FOR THE DISTRIBUTION OF AUDIO, VIDEO AND <br />RADIO SIGNALS, PROVIDING THE TERMS AND PROVISIONS <br />UNDER WHICH SAID SYSTEM SHALL BE OPERATED AND <br />MAINTAINED, AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Guerra moved to approve the Ordinance on first reading and <br />Mayor Younger seconded the motion. Mr.Coddington then moved to <br />table consideration of the Ordinance until the City Attorney was <br />present and Mr. Guerra seconded the motion, which passed <br />unanimously. <br /> <br />Mayor Younger introduced for consideration approval of an <br />Ordinance on first reading, the caption which was read as <br />follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING CHAPTER 26, ENTITLED "TAXATION" <br />OF THE SAN MARCOS CODE OF ORDINANCES BY THE ADDITION <br />OF SECTION 26-19(b) PROVIDING FOR A LATE CHARGE FOR <br />HOTEL-MOTEL TAX AND ESTABLISHING AN EFFECTIVE DATE. <br /> <br />Mr. Coddington moved for approval of the Ordinance on first <br />reading and Ms. Kissler seconded the motion, which passed <br />unaimously. <br /> <br />Ms. Kissler moved the Council take the Ordinance off the <br />that had been tabled in the absence of the City Attorney <br />regarding a Satellite Master Antenna Television Signal <br />Distribution Service and Mr. Farr seconded the motion. <br />call the following vote was recorded: <br /> <br />table <br /> <br />On roll <br /> <br />AYE: <br />NAY: <br />ABSTAIN: <br /> <br />Brown, Farr, Kissler. <br />Coddington, Younger, Guerra. <br />None. <br /> <br />The motion failed. <br />
