Hankins <br />George Boeker <br /> <br />Also Present: Robert Wynne, Jeff Kester, Nick Carruso, Ben Ford, <br />Melissa Millecam and others. <br /> <br />Mayor Younger called the meeting to order at 5:00 p.m. <br /> <br />Mayor Younger introduced for consideration approval of an Ordinance <br />on second reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTION 2-43 OF DIVISION 2, <br />ENTITLED "TEXAS MUNICIPAL RETIREMENT SYSTEM" OF <br />ARTICLE III, ENTITLED "CIVIL SERVICE AND EMPLOYEE <br />BENEFITS" OF CHAPTER 2 OF THE CODE OF ORDINANCES OF <br />SAID CITY TO CHANGE THE DATE ON WHICH CALCULATIONS <br />OF UPDATED SERVICE CREDITS ARE BASED, UNDER THE ACT <br />GOVERNING THE TEXAS MUNICIPAL RETIREMENT SYSTEM, FOR <br />SERVICE PERFORMED BY QUALIFYING MEMBERS OF SUCh SYSTEM <br />IN THE EMPLOYMENT OF SAID CITY AND TO CHANGE THE DATE <br />ON WHICH CALCULATIONS OF UPDATED SERVICE CREDITS ARE <br />BASED UNDER SAID ACT FOR SERVICE PERFORMED BY QUALIFY- <br />ING MEMBERS OF SUCH SYSTEM WHO HAVE UNFORFEITED CREDIT <br />FOR PRIOR SERVICE AND/OR CURRENT SERVICE WITH OTHER <br />PARTICIPATING MUNICIPALITIES BY REASON OF PREVIOUS <br />SERVICE AND WHO WERE CONTRIBUTING MEMBERS ON JANUARY <br />1, 1986; AMENDING SECTION 2-44(b) OF SAID DIVISION OF <br />SAID ARTICLE OF SAID CHAPTER OF SAID CODE TO CHANGE <br />THE DATE ON WHICH CALCULATIONS OF THE INCREASE IN <br />RETIREMENT ANNUITIES ARE BASED; AND DECLARING AN EF- <br />FECTIVE DATE. <br /> <br />Mr. Farr moved for approval of the Ordinance on second reading and <br />Mr. Coddington seconded the motion, which passed unanimously. <br /> <br />Mayor Younger introduced for consideration authorization to bid the <br />Public Works Complex (Karl Brown present at this time 5:05 p.m.). <br />Mayor Younger moved to authorize bids for the Public Works Complex <br />and Mr. Farr seconded the motion. There are funds in the amount of <br />$597,921.00 available for the Complex, $130,000.00 authorized, unis- <br />sued bonds and $467,921.00 in bonds sold. It is estimated the Complex <br />could cost as follows: $700,000 CAD, $700,000 second story Municipal <br />Building and $900,000 Public Works Building, for an estimated total <br />of $2.3 million. Mr. Coddington expressed concern for the viability <br />of the CAD in the future in light of the pending litigation of the <br />Bosque County case. Mr. Farr stated the City would be involved in a <br />breach of contract if we do not proceed with providing space for the <br />CAD. Mr. Coddington stated he would like the Attorney General to furnish <br /> <br />* Mr. Nicola not present at this meeting. <br />** Mr. Brown present at 5:05 p.m. <br />
