Drainage--non-conformance to the <br /> purposes, interests, or requirements of the <br /> City Flood Damage Prevention and/or Drainage <br /> and Erosion Control ordinances; creating <br /> additional runoff into a drainage system which <br /> is inadquate or non-existent, or causes it to <br /> become inadequate in terms of its ability to <br /> handle runoff without causing flooding, soil <br /> erosion, property damage or hazard to life, or <br /> which retains water in any area which by <br /> design is not specifically allowed by the City <br /> to retain water; creating runoff which <br /> measurably harms the physical or biological <br /> integrity of the San Marcos or Blanco River <br /> ecosystems. <br /> 4.) Tran~p~£tation--creating or increasing an <br /> unsafe condition; non-conformance to adopted <br /> city ordinances concerning construction <br /> materials and design of roadways or <br /> pedestrian-ways; generating or attracting <br /> daily vehicular traffic which causes a <br /> roadway's capacity to be exceeded; creating <br /> commercial through truck traffic (other than <br /> moving vans and garbage trucks) on any local <br /> residential street; contributing to or <br /> creating a road maintenance problem which <br /> would require city funds to be expended within <br /> four years to correct the condition. <br /> SECTION 2.
