During the hour of the maximum flow in the main spine, the flow to the Northeast Pressure Plane was compared to the total flow in the line, and the cost shares have been distributed accordingly. It is recommended that these shares be considered as fixed, with no adjustment made for minor changes in growth projections. Pipelines are designed for relatively long design periods, making it appropriate for future growth to contribute as well as initial customers. It is therefore recommended that these costs be allocated within each pressure plane on the basis of the LUEs projected for 2005. COST SUMMARY A summary of estimated construction costs follows, allocated bet\oleen the two MUDs and other areas proposed to be served by the City of San Marcos. The derivation of these estimated costs is presented in Appendix B. These estimates are based on general estimates of unit costs provided by Espey, Huston and Associates and are for planning purposes only. More reliable estimates can be made as the detailed design of each faci 1 ity is completed. All costs are in 1985 dollars. Growth patterns and other factors should be reviewed a short time before the design of any major facilities, to ensure the efficient use of funds.
