<br /> WASTEWATER SERVICE MASTER PLAN <br /> FOR THE NORTH SAN MARCOS AREA <br /> This wastewater master plan presents the major wastewater facillty <br /> improvements and cost estimates needed over the next twenty years for the <br /> North San Marcos Service Area. The service area, shown on the accompanying <br /> map, comprlses approxlmately 16,224 acres or 25 square miles, al1 within <br /> the extraterritorial jurisdiction or corporate l1mlts of the Clty of San Marcos. <br /> It extends from the southern limits of the Clty of Kyle extraterritorial <br /> jurisdiction (ETJ) into the northern corporate limits of the City of San <br /> Marcos. Table 1 indicates the watersheds and acreages which would be <br /> servable within the North San Marcos Service Area. <br /> Planning and engineering consultants representing the City and various <br /> development interests collaborated with City staff over several months to <br /> develop a workable and economical plan for wastewater service, based on <br /> rea11stic market absorption and buHdout schedules. Most of the design and <br /> cost computations for this plan were performed by Espey Huston and <br /> Associates, consulting engineers. OveraH coordination of the plan was <br /> performed by the City's consulting planners, Kent S. Butler and Associates. <br /> The assumptions, design calculations and preliminary plans were reviewed by <br /> Black and Veatch, Inc., the City's consulting wastewater engineers. <br /> Espey Huston and Associates served as consultant for the proposed <br /> "Rivergate M.U.D.s" (or the San Marcos Municipal Utility District Nos. 1 and 2), <br /> which are proposed to be developed by Storm Development, Inc. The Rivergate <br /> tract covers approximately 1,345 acres along the west side of IH 35 and <br /> within the Servlce Area. The consultants for the proposed "Highridge M.U.D.s" <br /> (or the Hays County M.U.D. Nos. 2 and 3). which are proposed to be developed by <br /> Mclester Grisham and Gardner Development Corp., also contributed extensively <br /> to thlS plan. The Highridge tract comprises approximately 514 acres along <br /> the east side of IH 35 and within the Service Area. The consulting engineers <br /> for Highridge M.u.D.s are J. W. French and Associates. <br /> It is anUcipated that the City of San Marcos, Rlvergate M.U.D.s and <br /> Mtghrtdge M.U.D.s wi 11 be the partIcipatIng enUtltes in the construction and <br /> financing of the wastewater utllity for the North San Marcos Service Area. <br />
