8. In order to allocate the cost of constructing each facUlty equitably
among the three entities (Rivergate fiUDs. Highridge fiUDs and the City). each
entity is assigned a cost proportional to the share of the capacity required by
that entity. The projected wastewater demand of each entity. measured in
LUEs. is divided by the total number of LUEs which the facility being
constructed can serve.
l' QI¡)\~ 6 f;r'(>.s~r.ts tr.~ f)fOi><)fUOO of e3.{j) enUtt5 UJE demijod to the tota 1
LUE demaod io each time period. These proportions are used to calculate each
entity's pro rata share of the cost of constructing the facilities. Some
facilities, such as the wastewater treatment plant, are to be utilized and
paid for by al1 the entities. Other facilities, such as the IUt station west of
IH 35, wil1 only serve the Rivergate MUDs and the City.
The formulas which are used to allocate costs to each entity are
preseoted in Tables 7 A, 78 and 7c. Letter symbols are used in these tables to
represent the three entities as follows: "A" = Rivergate MUDs; "8" = Highridge
MUDs~ and "(" = City of San Marcos. The tables also indicate the actual costs
of each facility, a11ocated to each entity.
Tables 8 and 9 present each entity's share of the total construct1on
costs, including 15% for cont ingencies and 10% for engineering.
The cost estimates for each of the entities are based on planning
forecasts of probable demands for wastewater service. The costs are
considered preliminary and may need to be revised as development occurs and
as different portions of the Service Area develop faster than others. The
e5'ìt\ties pZ¡-UrjpaUn.q is, the coostructioo will be responsible for financing
their proportionate share of the facilities as the development proceeds.
-4-
