NicholS, Inc. presents the water system design criteria, faciJities, and cost al1ocations for the participating entities. Consultants for the proposed "Rivergate M.U.D." (or the San Marcos Municipal Utility District No.1), which is proposed to be developed by Storm Development, Inc., provided extensive technical input into the initial engineering design and review of computations. The Rivergate tract covers approximately 1,345 acres along the west side of IH 35 within the North San Marcos Service Area. Consulting engineers for Rtvergate M.U.D. are Espey Huston and Associates. Consultants for the proposed "Highridge M.u.D." (or the Hays County M.U.D. No.2), which is proposed to be developed by McLester Grisham and Gardner Development Corp., also contributed extensively to this plan. The Highridge tract comprises approximately 514 acres along the east side of IH 35 and within the Service Area. The consulting engineers for Highridge M.U.D. are J. W. French and Associates. It 1s anticipated that the City of San Marcos, Rivergate M.u.D. and Highridge M.U.D. wiJl be the three participating entities in the construction and flnancing of the water utiJity for the North San Marcos Service Area. ~g.~ The methodolgy to develop this water service plan involved several steps, beginning with land use and population prOjections for the Service Area and resulting in construction cost estimates for each of the participating entities. The first step was the designation of boundaries for the North San Marcos Service Area. The boundaries were selected based on the objective of providing regional, centralized water and wastewater service north of the City'S existing utility service area and within the ETJ of the City. Areas outside the City'S ET J or drainage area of an unnamed tributary of the San Marcos River which is located within the Service Area were genera11y excluded from the Service Area. The only exception was the inclusion of approximately 3.5 square miJes of the lower Sink Creek Watershed which could readí1y be served by the proposed wastewater system for the new Service Area.
